Cold Chain and Vaccine Management Specialist
Project Context & Objectives
The Gaza Strip is experiencing a humanitarian crisis as a result of the war. The crisis includes both an impending famine and a healthcare collapse. At the start of the war, Israel tightened its blockade on the Gaza Strip, which has resulted in significant shortages of fuel, food, medication, water, and essential medical supplies. This siege is impacting hospital power supplies, sewage plants, and shutting down the desalination plants that provide drinking water. Widespread disease outbreaks have spread across Gaza as a result.
On 29 July, the Gaza Health Ministry officially declared a polio epidemic in the Gaza Strip, stating that the circulating poliovirus throughout large deposits of wastewater posed a significant health threat to Gaza and countries bordering it. The ministry called the epidemic "a setback to the global polio eradication program."
We, along with our partners, with regional and headquarter-level support, have instituted a Technical and a Steering Committee to prepare for a vaccination campaign. The campaign will cover all areas of the Gaza Strip. With the division of North and South Gaza areas separated completely by the Israeli army, there is a need to recruit the necessary manpower in each area to be responsible for Vaccine Management to build capacity and support national authorities in planning, storage, distribution, temperature tracking, monitoring, accountability, and waste management of vaccines and relevant commodities before, during, and after the Polio outbreak.
Tasks/Deliverables
The Cold Chain and Vaccine Management Specialists will be responsible for building capacity and supporting national authorities in planning, storage, distribution, temperature tracking, monitoring, accountability, and waste management of vaccines and relevant commodities through the following:

Support the planned polio campaign in Gaza and ensure proper vaccine and cold chain management.

Prepare monthly vaccine status and accountability reports and share with supply and logistics working groups and key stakeholders.

Support (TOT, on-the-job training, adopt/deploy SOPs) to plan the timely and equitable distribution of vaccines with active temperature monitoring in transit and on arrival at receiving stores.

Support the expansion/deployment of data management systems/tools that improve/automate vaccine inventories at national, second, and third-level stores.

Support the socialization of stock management best practices and systems within national supply and logistics systems through cascaded trainings and make it a mandatory part of supportive supervision visits.

Support regular review of supply chain performance at the national and sub-national levels, ensuring course correction and triangulating with service delivery data.

Prepare monthly vaccine monitoring reports and share them with key stakeholders.

Strengthen routine stock management practices (ToT, cross-learning, documenting best practices and lessons learned) and track monthly reporting rates at central, secondary, and third-level stores.

Under the overall supervision of the Health Specialist and the Programme Manager, the Cold Chain and Vaccine Management Specialists will provide technical support in the implementation of Vaccination and Cold Chain Management in their respective areas.
Technical Tasks:
-
Health/Logistics specialist with extensive knowledge and experience in the Expanded Programme on Immunization, including aspects related to mass vaccination campaigns and response activities.

Work experience in immunization service delivery at the facility level.
-
Work experience managing large-scale projects, working with governments, working in resource-limited settings, monitoring, evaluating supply chains, and risk management/mitigation will be an asset.

Experience in cold chain equipment management, including preventive and curative maintenance, is an asset.
-
Knowledge and experience with data collection, data management analysis, and reporting are essential.

Knowledge of procurement processes and good distribution practices could be an asset.

Proficiency in computer tools and logistics inventory tools.

Experience & Competencies:
Essential:
-
A university degree is required in Pharmacy, Public Health, Epidemiology, Public Administration, Supply Chain Management, Logistics, and Procurement, or other relevant disciplines.

A minimum of five years of professional work experience at the national and international levels in planning, programming, implementation, monitoring, and evaluation of health/immunization programs, immunization/health supply, logistics, and procurement.

Based and living in the south of Gaza and the north of Gaza depending on the post.
Languages:
