We are also engaged in international education work around the globe.

 The project “Strengthening the influence of Palestinian refugees on their living conditions in the MENA region (PART II)” was commissioned by the German Ministry for Economic Cooperation and Development (BMZ) in December 2021 to improve the capability of Palestinian refugees to influence their living conditions. The project is active in the Palestinian Territories, Jordan and Lebanon and its main political partner is the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It also works in close cooperation with host government institutions as well as local NGOs and CBOs.  

PART II combines a conflict-transformative multi-level and a multi-stakeholder approach on a local, regional and international level. It focuses on improving psychosocial well-being as well as mental health in conjunction with strengthening social and economic participation. The project has a special focus on young Palestinian refugees, people with disabilities as well as people affected by poverty and gender-based violence.  

In order to achieve this, PART II works in three fields of action. Since the project is active in 3 countries, each one develops its own profile depending on the local framework conditions while creating synergies and linkages for a coordinated regional approach. 

  • Strengthen dialogue, exchange and support for joint transformation processes and solution perspectives: bridging refugees and camp stakeholders through constructive relations. 
  • Support for institutional change: implementation of participatory and inclusive mechanisms as well as internal reforms in partner organizations.  

In order to support the Regional Programme “Strengthening the Influence of Palestinian Refugees in their living conditions” (PART), we are looking for a 

“Communication Advisor”

Tasks and Functions include but are not limited to:

Cluster Peacebuilding and Resilience (30%)

  • Coordinates and acts as focal point for Cluster PR communication
  • Supports Cluster Coordinator in developing and organizing exchange and networking formats for the Cluster

PART II (70%)

  • Responsible for Event coordination of different team and partner formats and external visits
  • supports Head of PART II in all matters of commission management
  • supports Head of PART II in flow of communication and teamwork of regional project team, including support in organizing regional team meetings and (partner) workshops
  • supports Head of PART II in all matters regarding BMZ, Foreign Office, GIZ relations (including preparing presentations, updating fact sheets, drafting emails, etc)
  • performs other duties and tasks at the request of management 

Reporting 

  • Responsible for coordinating the reporting to BMZ process 
  • Collects and merges all input from the PART teams to the reporting
  • Responsible for quality control of reports and proposals for various purposes
  • Follows-up on dms filing, regularly ensures all necessary files are uploaded (offers, reports, communication)
  • Liaises closely with PART II Monitoring & Evaluation Officer in that regard

Communication

  • Develops a communication strategy and serves as regional focal point for PART II communication.
  • Responsible for closely liaising with PART II communication focal points in Jordan and Lebanon to develop and update regularly all external communication materials (factsheets, website, presentations, etc) as need be.
  • Closely liaises with all colleagues in PART II to elaborate and develop formats, communication material representing the impacts of PART II, with special focus on gender and LNOB
  • Develops a rich visual database for project activities, accomplishments, events as well as concrete recommendations for improved communication including visual, creative formats as well as social media output
  • Regularly visits partners in all fields to collect success stories as well as to plan with them concrete activities improving the external communication of them and PART II

Required qualifications, competences, and experience

  • Master’s degree (or equivalent) in social sciences, international relations and or PR & communication
  • At least 5-year professional experience in a comparable position, ideally in PR and Communication
  • Fluent knowledge and competency of oral and written English and German is essential
  • Very good communication and coordination skills
  • Good overview of the Palestinian refugee context is an asset
  • Good familiarity of GIZ commission management processes and procedures. 
  • Ideally (theoretical and/or practical) knowledge on conflict transformation and participation
  • Good planning and organizational skills
  • Willingness and ability to travel to project offices in Gaza, Amman and Beirut (international passport an advantage)
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Teams)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
