Médecins du Monde - France (MDM-F) is an international medical organization, which has been present in the occupied Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Ramallah-Beir Zeit, Gaza and Nablus.
MDM is currently looking for qualified candidates to fill the position of Communication Officer, based in Gaza.

I. SPECIFIC OBJECTIVES:
- Develop and lead the implementation of the Programme Communication Strategy and of its corresponding Action Plan.
- Present the communication strategy and action plan to the teams involved in the implementation of the activities.
- Ensure regular collection and analysis of tailored programme data to be used for communication purposes.
- Develop and contribute to the dissemination of communication products reflecting the needs of the supported populations and the impact of the medical and the MHPSS activities implemented by MdM in the West Bank.
- Participate in planning and in the implementation of any communication events pertaining to the MdM’s programme.
- Contribute to the drafting of reports and presentations reflecting achievements made through the programme.
- Build capacities of staff involved in the implementation of the programme to allow effective communication on the programme.
II. MAIN RESPONSIBILITIES
Main responsibilities and activities of MdM Communication Officer can change according to the organization of the work and to the composition of the team.
- Programming – Communication
Development and implementation of the Program Communication Strategy:
- Based on objectives and priorities identified with the members of the Steering Committee of the MdM Consortium, the MdM Chapters’ program coordination teams, and the medical and MHPSS teams involved in the implementation of the activities, develop the program communication strategy and a corresponding action plan to put it into practice.
- Present the communication strategy and its corresponding action plan to the MHPSS ER and EPREP teams involved in the implementation of the program and share any updates on these guiding documents with the program staff.
- Lead the implementation of communication-related activities in line with the defined communication action plan.
- Provide regular feedback on the implementation of the action plan to ensure progress and address any challenges.
- Participate in regular project review meetings to present achievements made and potential challenges faced regarding communication, against the programme communication strategy and the programme communication action plan.
Building capacities of the program staff regarding communication:
- Identify key skills to build for the MHPSS ER and EPREP teams to gather quality materials for communication purposes.
- Design a communication capacity-building plan for the MHPSS ER and the EPREP teams aligned with identified needs.
- Build the capacities of the MHPSS ER and EPREP teams to support communication on the project, including on collecting quality data on the interventions for communication purposes, as well as on taking good photographs and recording videos. This might include conducting specific training sessions and/or workshops and on-the-job training.
- Conduct regular visits to the teams of the three MdM Chapters to support them in gathering communication materials
Development and dissemination of communication products:
- Working with the staff involved in the implementation of the MHPSS ER and EPREP activities, ensure regular collection and analysis of tailored project data for communication purposes. This might include identifying relevant data to be collected for communication purposes in line with the communication priorities, developing specific data collection tools, training the project staff in data collection and guiding them through the data collection and analysis process.
- Conduct visits to the activity sites in the West Bank with the MHPSS workers and the EPREP team, to collect materials for communication purposes. This might include conducting interviews with beneficiaries, community leaders and/or members, partners and field workers, implementing focus group discussions and/or administrating specific surveys.
- Develop and contribute to the dissemination of communication products reflecting the needs of the supported populations, the services provided by MdM and the impact of the MHPSS ER and EPREP interventions. It might include success stories, testimonies, articles, fact sheets and/or content to feed MdM’s communication on social media.
- Support the MHPSS ER and EPREP teams in developing and disseminating informational materials, such as brochures, posters, and social media content, if needed, to communicate key messages and updates on the MdM’s interventions.
- Ensure that all communication materials produced and that all communication related activities implemented are culturally appropriate and accessible to the supported populations, including considering any specific needs.
- Identify communication opportunities (international days, opening/closing of projects etc.) and suggest any communication activities that could be conducted during these and put in place communication actions.
- Ensure the compliance of all communication produced towards donors’ communication guidelines and requirements
Contributing to program development:
- Contribute to drafting any program proposals and/or modifications with support from relevant colleagues. This might include defining and describing the communication strategy of MdM and contributing to the drafting of sections pertaining to the humanitarian needs and/or of the impact of the interventions of MdM. It might also include contributing to the drafting of any communication annexes to be attached to program proposals or modifications.
Engagement with communities:
- Organize community meetings, workshops or training if needed, to promote engagement in the program activities.
Internal coordination:
- In coordination with her/his supervisors, provide weekly plan of communication related field and office activities.
- Actively participate in the regular coordination meetings held within the MdM MHPSS ER and EPREP teams and provide quality inputs on matters pertaining to communication.
Contributing to advocacy activities:
Upon request from the Advocacy Coordinator and in coordination with the Consortium Manager and the MdM senior management team, contribute to collecting and sharing information pertaining to the MHPSS ER and the EPREP interventions to be used for advocacy purposes.
- Representation:
- The Communication Officer is based in the Gaza Field Office of MdM-FR in Gaza. She/he will regularly visit the offices of the MdM Chapters involved in the implementation of the MHPSS ER, including the office of MdM Spain and the office of MdM Switzerland. She/he will also conduct regular field visits with the programme teams; this might include regular movements to the 11 governorates of the WB where MdM is operational.
- In coordination with and upon request from the Consortium Manager and the MdM’s senior management team, contribute to the preparation of visits of donors, as well as to the presentation of the MHPSS ER and EPREP interventions during meetings with donors and/or partners.
- Data collection and reporting
- Working with staff involved in the implementation of the MHPSS ER and EPREP activities, ensure regular collection and analysis of tailored project data to be used for communication purposes.
- Contribute to the drafting of presentations reflecting the needs of the populations, the services provided by the program teams and the impact of the interventions of MdM, as well as the communication initiatives taken by MdM.
- Contribute to the development of reports for donors, Clusters and partners of MdM and ensure their timely submission.
- Working with the Consortium Manager and MEAL Officer, contribute to the drafting of the Consortium Monthly Sit Rep.
- Prepare reports on communication activities implemented and their impact, providing insights and recommendations to the program teams and if applicable to other relevant stakeholders.
- Report on the progress of communication activities, achievements, challenges and eventual gaps to the Consortium Manager and the MdM’s Communication Department in HQ, through coordination and submission of monthly reports.
- Report sensitive cases encountered (i.e. suicidal, sexual abuse) based on MdM France’s protocols and PSEA policies.
- Security
- Respect and follow MdM France’s security plan and internal rules and regulations.
- Inform immediately the security focal point in case of any security incident or problem.

III. REQUESTED COMPETENCE/SKILLS/PROFILE
Qualifications and experience:
- Bachelor’s degree in communication, journalism or any related field.
- Experience in communication, including in managing social media, taking photographs, video recording and developing and disseminating communication products, as well as in planning and implementing communication related events.
- Experience in developing communication strategies and communication tools.
- Experience in quantitative and qualitative data collection and analysis for communication purposes.
- Knowledge of the following software and programs and/or any other communication related software: Office (Word, Excel, Powerpoint), PAO: (Photoshop, Indesign), Web (Facebook, Twitter, Youtube, Mailchimp, Wordpress, google analytics, twitter counter), Video (Final cut) and Canva.
- Experience working with networks (including several partner organizations).
- Public speaking experience.
- Demonstrated skill in capacity development of field staff.
- Good understanding of community-based development and participatory approaches.
- Experience working with NGOs is an asset. Experience in working on humanitarian health programs is an asset.
- Languages: excellent writing and communications skills in Arabic and in English. French is a plus.
