Communication Officer
Terre des hommes (Tdh) Lausanne works in Palestine since 1973, in close collaboration with recognized local partners and in partnership with several international donors.
The position is based in Jerusalem or West Bank.The oPt delegation comprises of approximately 35 employees.
Tdh implements a resilience-based approach aiming to strengthen the whole system for the benefit of the most vulnerable and conflict-affected children and families. The interventions employ a multisectoral model of action, through providing support to children, youth, families/caregivers and communities while investing on the development of capacities of key local – formal and informal – actors. Over the decades, Tdh - one of the Child Protection leading agencies - has developed specific expertise on Migration, Access to Justice (A2J) and Child Labor (CL) programs through providing direct services in child friendly centres, mobile units and working with local partners.
The Communications Officer in the oPt is responsible to develop and manage the communication plan of the oPt delegation. Working with the programme and field teams across the whole delegation, s/he will develop compelling stories to support Tdh's communications objectives and advocacy action and help in the delegation's external visibility, communication, awareness activities and visibility compliance. S/he reports directly to the Country Representative oPt, based in Jerusalem.
The objective of this position is to make Tdh in the oPt a visible actor in all the national forums and amongst relevant government authorities through active participation, visibility and strong rights-based communication.
The main tasks of this function are:
- -To support the development of the delegations' strategic communication in coordination with senior management team.
- -To support the development of specific project related action plans in coordination with project teams.
- -To reflect the Tdh intervention through quality communication content: write periodical stories, news articles and other communication materials as per the delegation's and grants' requirements that target internal and external audiences of interest/
- -To contribute to the development of Tdh visibility at national level through media representation and networking.
- -Undertake regular field visits (at least once per month), when possible, to gather updated information on our programming, develop human interest stories, take photographs.
- -To produce quality communication related materials in compliance with Tdh corporate design guidelines, donors guidelines and in line with the communication plan and ensure Tdh's active engagement in the institutional social media channels.
- -To ensure compliance with donors' communication and visibility regulations and guidelines.
Under the overall supervision of and with support from the oPt Country Representative , the Communication Officer in oPt will have the following duties and responsibilities:
To support the Tdh strategic communication and implementation at delegation, national and project level.
- Develop the Communication Action Plan for the delegation in line with the Regional MENA communication strategy and the country strategies and update that annually
- Develop technical capacities of local stakeholders on effective and principled communication
To support the implementation at project level.
- Co-develop, in coordination with the Project managers, project-level communication and visibility action plan.
- Develop project-specific communication guidelines and train the project teams on their implementation.
- Seek opportunities within projects' budgets to produce quality and impactful communication materials, in coordination with project managers and senior programme staff.
To reflect Tdh programmes through quality communication content
- Write quality communication materials such as news articles, success stories, case studies, testimonies, one pagers and any other form of written communication as per the Communication Action Plan or on a needs basis as requested from the supervisor, adapted to different target groups (staff, donors, community and state actors, outside visitors, etc);
- Liaise with the programme team in the field to proactively seek information and news stories about the programme;
- Maintain organizational social media platforms with regular updates and appropriate content development and management; keeps appropriate tracking of all communication initiatives and achievements.
- Contribute to local and national awareness raising and advocacy campaign ideas and concepts in collaboration with PC, PMs and the community mobilisation supervisors in the field;
- Contribute and participate in the translation of official communication materials and letters, as well as simultaneous translation when needed by the delegation as requested by the supervisor.
- Coordinates with technical communication teams in HQ when needed.
To develop quality printed and media communication materials
- Produce and/or support the production of all visibility and information materials in Tdh oPt.
- Co-responsible (with grants officer) for managing the information about all donor requirements with respect to visibility and communication and for monitoring the compliance with donor communication and branding regulations in Tdh oPt.
- Based on the delegation Communication Action plan and in accordance with the project specific communication plans, organize and plan for the printing and production of all communication materials across the delegation and the programme in coordination with project and logistics staff;
- With the logistics department, organize and plan for the printing and production of all communication materials across the delegation and the programme;
- With the logistic department, contribute to the selection of suppliers;
- Work closely with the contracted suppliers, such as designers, movie or video production companies, photographers and/or printing houses focal points to ensure that the best quality of design, video and image production and printing materials is secured for all products under development;
- Coordinate with the respective programme/project staff, the Programme Coordinator and the Country Representative to obtain feedback, validation and approval prior to the production of all communication materials;
- Participate her/himself in the development (design, audio interview, recording or picture taking) in accordance with the Communication Action plan and when requested from the line supervisor, with the support of the HQ communication team;
- Establish and maintain a central digital library of Tdh Jordan & Palestine photos, videos and other reporting and communication content.
- Carefully consider sensitivities within the Palestine context when producing comms materials inhouse or through external service providers (consultants).
Communication Reporting
- Submit a monthly update on the communication activities to the Country Representative.
- Support in reporting on communication achievements and activities to the delegation's grant management officers and project managers.
To contribute to the development of Tdh visibility at national level through media representation and networking
- Establish a database of media stakeholders and outlets in the country and ensure that Tdh communication work is reaching the local and national media in the Jordan and Palestine;
- Monitor the media with regards to communication about child protection and well-being issues, and other relevant issues. Contribute to media and communication coverage in the organization of international and national events based in which Tdh is engaged in order to enhance the delegation's visibility;
- Actively participate and support the senior management or program team in the organization of media visits, donor visits or other high visibility events;
To ensure understanding and respect of the Tdh communication guidelines and rules
- Support the delegation team to understand and respect Tdh policies regarding communication; leads or contribute, depending on the relevancy, relevant training packages. Ensures information sharing at delegation level on communication initiatives, points of attention, achievements, trends.
Ensure that external suppliers respect the Tdh Corporate Identity. SAFEGUARDING Policies
- Commit to respect and ensure the best implementation possible of Tdh Safeguarding Policy, its related procedure and principles of child protection in all the settings, including the non-working related ones;
- Be clear on the functional responsibilities to prevent harm / safeguard children, communities and colleagues both through own conduct and work;
- Commit to inform the Safeguarding Focal Point and to report any cases of allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
- Respect the principles of confidentiality, protection, good faith and non-reprisal in all interactions with children and communities and in the communication materials produced;
- Apply the best interest of children and people principle prior to writing, producing and publishing any sort of communication material about the children and communities participating in Tdh and partners' programme;
- Always ensure to take the written consent of guardians and children prior to engaging in any form of communication with beneficiaries;
Ensure communication consultants and external parties respect and follow Tdh's Safeguarding policy, Code of Conduct policy, any related procedures and ethics, and communication guidelines in field visits and the production of materials

Requirements for the position
· Bachelor's degree in communication/ Journalism/ Broadcasting or any related field is required; The qualification can be replaced with 5 years of experience in external communication or Public Relations.
. Excellent oral and writing skills in English and Arabic.
· Ability to take quality video and photographs.
· Proficiency in InDesign, Photoshop, Illustrator, Premiere software.
· Ability to communicate effectively, present the program to stakeholders, write well and express technical issues in a sensitive manner;
· Ability to work collaboratively with several teams
· Ability to travel to the delegation's operational areas on a regular basis.
