Global Communities is currently in search of a Communications and Reporting Manager for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).
The Communications and Reporting Manager, within the framework of this Terms of Reference (ToR), will play a central role in shaping and implementing the communication and reporting objectives of the project Responsibilities include creating and delivering timely communication deliverables, leading the execution of Raedat's branding and media outreach strategies, and fostering positive relations with the Palestinian press and integrating social media into those efforts. Collaborating closely with the communication team and various divisions, the Manager will operate under the guidance of the project’s Knowledge Management and Reporting Director. We seek individuals who are passionate and dedicated to contributing to the project's success. The selected candidate will be based in Ramallah.
Responsibilities
Roles and Responsibilities of the Communications and Reporting Manager:
Communications Leadership:
- Media and Digital Communications Strategy: Develop and execute a comprehensive media and digital communications strategy, encompassing key performance indicators for digital communications and social media, while simultaneously leading the design, development, and execution of the project's media and digital communications strategy to align with project goals and objectives.
- Branding and Material Distribution Management: Manage the distribution and proper utilization of branding, marking, and communications materials by the organization's and USAID's rules and regulations.
- Innovative Communication Tools: Develop innovative tools and systems to communicate the project's activities and messages to diverse target groups.
- Content Creation:Write press releases, fact sheets, success stories, articles, and other materials as required by the Chief of Party (COP), Deputy Chief of Party (DCoP), or other designated personnel.
- Content Development Oversight: Lead the creation of a comprehensive content library encompassing factsheets, videos, personal narratives, statistics, infographics, images, and other materials for both online and offline use.
- Media Materials Production: Produce and oversee media materials and content for the USAID website, infographics, blogs, newsletters, and other relevant platforms.
- Compliance Assurance:Ensure strict adherence to applicable donor and USAID regulations and guidelines in all communication and reporting activities.
Reporting Leadership:
- Comprehensive Reporting: Develop and deliver comprehensive monthly, quarterly, and annual reports outlining project activities, challenges, and results. Contribute to the creation of quarterly and annual reporting frameworks, ensuring alignment with project objectives.
- Record-Keeping and Sub-Award Tracking and Reporting:Consolidate and streamline record-keeping in the database, implementing efficient mechanisms for sub-award tracking. Additionally, provide support in managing and ensuring full compliance with sub-award/grant reporting requirements for partners.
- Ad-Hoc Reporting:Provide additional ad-hoc reports as requested by the supervisor, COP, or designated personnel, ensuring accuracy and timeliness.
- Collaboration for Best Practices:Collaborate with Monitoring, Evaluation, and Learning (MEL) team colleagues to develop lessons learned and best practice documents for continuous improvement.
- Stakeholder Relationships: Cultivate positive and robust relationships with various project colleagues to ensure accurate and timely information collection for reporting and other requests.
- Donor Reporting Compliance:Maintain a register of donor reporting requirements and ensure meticulous adherence to these requirements.
- Style Guide Adherence:Adhere to the organization's style guide, ensuring the production of high-quality and error-free copies in all communication materials.

Qualifications:
- Educational Background:Possess a Bachelor’s degree in a relevant field such as Public Relations, Communications, Journalism, or Media Studies; a Master’s degree in a related field is highly preferred.
- Professional Experience:Accumulate a minimum of seven years of progressive experience in relevant roles, showcasing a solid background in leading communication and reporting functions or sub-functions.
- International Development Exposure: Exhibit experience in collaborating with international development organizations, with a clear understanding of the intricacies of such environments.
- USAID Project Expertise:Demonstrate at least two years of hands-on experience working directly with USAID-funded projects, illustrating a comprehensive understanding of USAID’s operational landscape.
- Media and Public Relations Proficiency:Showcase proven skills, knowledge, and experience in media and public relations, emphasizing brand management, internal communications, and effective partner/stakeholder management. Prior experience in not-for-profit organizations is highly desirable.
- Social Media: Practical experience in social and digital media with strong understanding of current social media trends.
- Collaborative and Respectful Approach:Be highly collaborative, demonstrating the ability to engage with colleagues respectfully and to earn respect in return.
- Adaptability and Independence:Demonstrate the ability to work independently and collaboratively within a dynamic and rapidly changing environment.
- Report Writing Excellence:Exhibit a proven track record in producing successful project reports, stories, fact sheets, articles, and other relevant communication materials.
- Communication Skills:Excellent written and verbal communication skills and high organizational proficiency.
- Pressure Handling and Multitasking:Demonstrate the ability to handle multiple demands simultaneously and work effectively under pressure with minimal guidance.
- Bilingual Proficiency: Professional proficiency in spoken and written English and Arabic facilitates seamless communication in diverse contexts.
