Communications and Reporting Officer - Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program
Location: Gaza
Reports to: ILEED DCOP
Global Communities is seeking a Communications and Reporting Officer for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
Responsibilities
The Communication and Reporting Officer is responsible for ensuring that all information, data, and success stories from the field are captured in collaboration with the ILEED core team and Anchor partners, documented and reported in a timely manner for internal purposes and USAID. Additionally, the Communication and Reporting Officer is responsible for developing communication materials (e.g., information sheets, press releases, social media posts) on ILEED activities for external English and Arabic audiences. He/She will manage graphic designers and multimedia producers who will design and produce related awareness-raising and information kits
Specific Responsibilities include the following
REPORTING
- With input from the Team Leaders, the MEL Manager help produce high-quality program progress reports as GC, ILEED and USAID requirements and timelines
- Collaborates with the MEL team to develop lessons learned and best practice documents.
- Support the development of weekly, biweekly, quarterly, and annual progress reports
- Support drafting and finalization of quarterly and annual reports, evaluation reports, and final reports for the ILEED program, as well as all ad-hoc reports required by the donor and/or GC
- Provide high-quality editing and formatting for all program-related documents in English and Arabic
- Support program staff in organizing and managing trainings, workshops, conferences, and field visits as required.
- Coordinate the review and approval of all partner narrative reports as per the agreed partner reporting schedule
- Provide training and support to partners on writing high quality reports
- Maintain a database that will include all visual, reporting and communications material for the ILEED team, including reports, program stories, factsheets, photos, videos, and ensure these are filed in an organized and, easily accessible, and searchable manner
- Keep track and monitor ILEED program mentions on various social media platforms, including USAID and partner organizations. This involves actively monitoring social media conversations, posts, comments and mentions related to the ILEED program
COMMUNICATION
- Support the GC, ILEED team at ensuring effective communication, visibility, and knowledge management within ILEED program, program beneficiaries and to key external audiences
- Support program staff in Implementing and monitoring the ILEED Branding and Marking Plan in line with USAID branding and marking guidelines and the review and update as required
- Undertake field visits to gather the information and results related to the program in collaboration with the program team
- Develop visibility materials such as GC, ILEED leaflets, updates on GC’s social media platforms regarding the program, publish and share success and Most Significant Change (MSC) stories with relevant stakeholders
- Capture and share photo documentation for all key activities
- Manage the translation of success stories, documents, and official letters from English to Arabic and vice versa as required
- Assist in capacity strengthening workshops and training programs for the ILEED anchor partners and CBOs on effective communication strategies, tools, and techniques to capitalize on their ability to effectively convey messages, engage stakeholders, and promote the objectives of the ILEED program
- Support the translation of program stories, documents, and official letters from English to Arabic and vice versa as required.
BRANDING & MARKING
- Support the ILEED management team to ensure that the USAID-approved Branding and Marking Plan is correctly applied for all communication products, activities, and events in accordance with all USAID Branding and style regulations, Creative style guides, and other guidance.
- Review and, if needed, update the program’s Branding and Marking Plan to ensure consistency with USAID’s policies and changes to the program’s deliverables.
- Ensure that program staff understand the basic requirements of ADS 320.3.3 Branding and Marking Requirements
- Ensure that all ILEED programs and activities are implemented in line with USAID branding and marking guidelines and respond to partners’ inquiries and review materials related to branding and marking to ensure compliance with the guidelines

QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree is required in English, Communications, Public Relations, International Relations, Marketing or related fields
- At least three years of relevant working experience in the field of communications and reporting, preferably with international organizations working
- Persuasive and informative writing and editing, social media, planning and organizing public and/or outreach events, public relations, media, and communications. Professional experience in these areas is required.
- High degree of proficiency in both written and spoken English and Arabic including the ability to translate English to Arabic and vice versa utilizing precise and correct language
- Ability to interact effectively with a diverse range of audiences, with program partners and community members.
- Ability to manage an unpredictable workload with limited support
- Flexibility and accommodation in difficult and insecure working circumstances
