II. Organizational Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.
UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:
• Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
• Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
• Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.
Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2) Women’s Economic Empowerment; (SP Impact 3) Ending Violence Against Women and Girls and, (SP Impact 4) Women peace and security, Humanitarian & Disaster Risk Reduction.
As catalysts for change, communication, media, and advocacy together constitute an essential strategy to promote gender equality and women’s empowerment, as well as diffuse and protect women’s rights. They offer tools to address the disparities women and girls face, to give voice to misrepresented and marginalized communities and groups to promote information exchange, change social attitudes, assist in the development of better public policies and aid programming, and to ensure accountability of decision- making and duty-bearers. Through its mandate, UN Women has a clear responsibility in communicating on and advocating for gender equality, women’s human rights and empowerment.
Reporting to the Communication Officer, the Communications Associate supports the formulation and implementation of the communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media and the public. The Communications Associate adopts a quality- a client-oriented approach to deliver results.
III. Scope of Work
1. Provide coordination support in the development of a coherent CO communications and advocacy strategy:
· Provide inputs and background information for the development of the CO’s communication strategy;
· Provide support to advocacy efforts and campaigns by organizing roundtable discussions, press conferences, and other
· publicity events and providing inputs to briefing materials and press releases;
· Provide support to programme and other CO staff on UN Women corporate communications guidelines and printing norms;
· Track and monitor print and social media and report relevant information to senior staff to inform strategy development.
2. Provide coordination support to the development of CO’s advocacy materials:
· Identify storylines and achievements within the CO for online and print publications;
· Draft press releases, articles, key messages and other advocacy materials;
· Coordinate the translation, adaptation, or rewriting of information received for the local context; disseminate materials to appropriate stakeholders;
· Coordinate the publication of materials for final approval; maintain relationships with printers/ publishers;
· Maintain library/ database of reference materials, photos, and digital assets;
· Follow guidelines from RO/HQ.
3. Provide support in the management of the CO’s social media presence and website:
· Identify stories, and provide input to the development of content for the CO and social media channels;
· Update the website and social media channels, ensure consistency in branding;
· Research, compile and produce reports on web statistics on a regular basis and electronic surveys, as required;
· Maintain files, databases, and systems relevant to the CO’s digital presence.
4. Provide media relations support to the CO head of office:
· Serve as a focal point on UN Women activities open to the press, as necessary;
· Maintain and update database of relevant press in country;
· Respond to request for information and arrange interviews, as delegated;
· Provide substantive inputs to talking points.
5. Facilitate knowledge management and sharing:
· Contribute to the identification of best practices and lessons learned;
· Organize trainings and workshops on communication practices;
· Provide/ exchange information with HQ and RO, MCO, and COs.
6. Other: Provide support on special web/digital/media projects undertaken by the CO.
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

V. Minimum Qualifications
Education and Certification:
· Bachelor’s degree in Communications, Public Relations or Journalism or any other related filed is required. · Completion of secondary education in combination with three additional years of qualifying experience may be accepted in lieu of the Bachelor’s degree.
Experience:
· At least 3 years of progressively responsible experience in providing support to the formulation and implementation of internal and external communications and advocacy strategies and related plans is required.
· Experience in the use of computers applications and software packages (MS Word, Excel, etc.) as well as web-based management systems is required.
· Experience in the use of social media and digital communications is required
Languages:
· Fluency in English and Arabic is required.
· Knowledge of another official UN language is desirable (French, Chinese, Russian or Spanish).
