Communications (BCC) Specialist.

The Palestinian Health Sector Development and Reform Project (Flagship Project) is a fiveyear
project funded by USAID. The Project is seeking to recruit a long-term Behavior Change

Behavior Change Communications (BCC) Specialist

Principle Duties and Responsibilities
1-Conduct and coordinates all efforts in relation to Needs assessment, research and identify health
message priorities and production of BCC materials in coordination with the MoH health education
and promotion department for behavior change.
-Identify the BCC health awareness messages, targeted audience, approaches, multimedia
products priorities at the national level involving the health key players to avoid duplication of work.
-Technical scientific reviews of the prepared health awareness messages for the printed materials
and scripts review. Review the accuracy of the scientific knowledge, editing Arabic language and provide approval for starting the production phase.
-Review, update and develop Behavior change communication (BCC) multimedia material including brochures, booklets, poster, Radio or TV spots for improving community health awareness in different health area including NCDs, Women health, child health, community first aid, home and road injury prevention, and healthy life style.
-Involve with the designing company in the pre-test phase to test and validate the behavior change communications produced designs, and coordinate meetings with the HEPD to get MoH approvals.
2-Develop RFQ in coordination with the flagship project operation department to choose designing
company for the production of the BCC ,Prepare evaluation tools to be used for awarding.
3-Prepare SOW’s and get technical project team input to be included in, for contracting the designing companies or BCC- STTA’s when needed .
4-Follow up with the project communication team to get USAID needed approvals before start
printing, recording or broadcasting the health awareness messages.
5-Integrate behavior change communications and community organization and mobilization into
annual work plans;
-Design and implement behavior change communications and community-targeted campaigns
to support specific project components and/or partner agencies programs;
-Carry out training programs for counterparts in partner agencies and organize training to strengthen behavior change communications and community organization skills of front line and community-based workers;
-Track the dissemination of the produced BCC health education materials at the PHC and SHC facilities in coordination with the project integrated team.
-Monitor the impact of the public awareness/behavior change communications activities in coordination with the project monitoring and evaluation team that may include preparation of questionnaires, reviewing analysis, reviewing final report and others .
-Provide Technical support, monitor and follow up the work plan and project implementation of selected the Flagship project grants.
6-Writing reports on the implemented BCC activities, weekly, quarterly and as required.
7-Technical support to the Flagship project components in the area of experience (nursing, training, emergency, developing protocols ….etc) when needed.

Education, Qualifications and/or Equivalent Experience
-At least eight (8) or more years experience in the communication field with an advanced degree in communications, marketing, public health, or a related field.
-Experience in developing and managing behavior change communications and community mobilization programs in the health field is essential.
-Candidate should have previous exposure to USAID rules and regulations related to communication programs.
-Fluency in English and Arabic required.
