BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES

In close coordination and collaboration with the M&E and technical teams, the Communications Specialist will manage reporting to USAID, develop a communications strategy and relevant materials, and provide media coordination.

S/he will report to the M&E and Communications Director. The position is based in the Ramallah office with frequent travel within the West Bank.

MAIN RESPONSIBILITIES AND TASKS:

-Produce required reports and communications materials for USAID in English language.
-Develop the communications strategy to promote project activities and impact to USAID, the public, and other target audiences in English language and preferably in Arabic as well.
-Manage the production of communications materials on the project and its achievements (e.g., photos, stories/briefs, social media content, and videos).
-Manage media coordination and monitor media coverage of project activities.
-Train and advise project and partner staff on communications and outreach.
-Ensure adherence to USAID branding and marking standards by the project and partners, including by training staff and developing branded products.
-Any other duties in line with this scope of work and assigned by the supervisor.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:    Bachelor’s Degree in a relevant field, such as communications, international development, or related field

WORK EXPERIENCE:    A minimum of 5 years of relevant work experience. Experience with communications in a donor-funded/USAID-funded project a significant advantage. Knowledge of the local government sector also a significant advantage.

SKILLS:    Excellent communication skills, particularly in English writing and editing. Expertise in developing communications and outreach strategies. Knowledge of USAID branding and marking requirements for communications products is highly desirable. Technical skills in at least one sub-component of communications, such as video production, photography, graphic design, etc. a plus.


LANGUAGES:Fluency in English (with excellent writing skills). Fluency in Arabic is a plus.

GENERAL:Ability to plan strategically and creatively to meet specified objectives. Highly organized individual able to pay close attention to details. Ability to work as a member of a team of professionals in a fast-paced and challenging environment. Willingness and ability to travel throughout the West Bank.
