Community Mobilization Officer (CMO)
ABOUT US:
Al-Ard for Agricultural Development is a Palestinian civil society organization engaged in strengthening and empowering the Palestinian farmer to acquire the capacity of accessing his/her natural resources and basic rights.
Our organization’s main focus target groups are vulnerable farmers in poor and remote communities (including male/female small farmers and youth farmers). At Al-Ard, we attach special importance to youth farming groups. Thanks to their high energy and enthusiastic approach, we believe that the youth are the most important working engine for change and movement of societies towards improving their economic and social conditions and ultimately eliminating poverty, as we believe that poverty is not inevitable.
Job Summary:
The Community Mobilization Officer (CMO) will work with target communities, local and international institutions, and other community structures in the framework of community development. The role of the CMO is to build and maintain partnership relationships and stakeholders’ support, especially at the state and local government levels and mobilize efforts to deliver expected results.
The CMO will provide continued on-the-ground support to all community stakeholders helping to organize and deliver project activities.
Tasks:
- Ensuring a community-based approach is established and implemented.
- Establish a clear communication system and collaboration between the community and Al-Ard’s programs.
- Monitoring, reporting, and analysis related to community mobilization activities.
- Implement and monitor community mobilization strategy in line with Al-Ard’s community strategy ensuring effective participation of community members especially vulnerable groups.
- Conduct and update mapping of relevant community-based actors; assess their willingness and capacity to engage with Al-Ard’s community mobilization activities.
- Ensure the effective implementation of the designed plan in the intervention areas with the technical team's support.
- Maintain grassroots partnerships.
- Mobilize and support existing community groups for active participation in advocacy activities.
- Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops, and seminars.
- Participate in planning and budgeting, preparation of work plans, implementation of planned activities, and monitoring/reporting of progress.
- Active participation in community profiling.
- Assist to conduct need-based surveys and assessments.

Qualifications:
- Excellent organizational skills.
- Excellent computer skills (including, MS Outlook, Excel, Word, PowerPoint, etc.).
- Knowledge of local community development principles in Palestine.
- Familiarity with the rights-based approach to development;
- Ability to set priorities, meet specific objectives, and use knowledge.
- Good interpersonal skills, diligence, open-mindedness, and dedication.
Requirements:
- Bachelor’s degree or equivalent in Social Work, Advocacy and Lobbying, International Relations, Political Science, or other relevant areas;
- 3 years of relevant experience, including 2 years of practical experience in a field related to human rights/access to justice/community security, community mobilization, or civic activism or related area.
- Experience in community development and civic engagement is essential.
- Previous relevant experience with multilateral or international technical assistance or development organizations would be an asset;
- Experience in writing reports and analytical documents is desirable.
- Excellent English skills (writing and speaking).
