Compliance and Operations Officer
الوصف الوظيفي
S/he will oversee all procurement and administrative tasks and will be responsible for assuring that ANERA’s systems for tendering, procurement, commodity management, and VAT exemption/reimbursement remain efficient and responsive to changing circumstances, and compliant with USAID regulations.
Start Date: As soon as possible
Duration: Initial 6 month contract, renewable on funding availability
Responsibilities:
-Provide compliance review of procurement and financial transactions and contracts within her/his level of authority.
-Prepare procurement documents including: RFQ, RFP, bid analysis report, consents to subcontract and waiver.
-Follow up on delivery ensuring the compliance with ANERA & USAID rules and regulations.
-Prepare for review and process compliance (vetting) request to donors and maintain reporting and compliance tracking files – soft and paper copies.
-Prepare monthly and other periodic reports as required by donors or internal procedures (sub-award reports, vetting reports, waiver tracking, etc).
-Make sure that the requirement of Mission order #21 and its regular updates are fully adhered to at all stages of program implementation.
-Make sure that bidding and award of projects are in accordance to set standards of ANERA and USAID.
Qualifications:
-A university degree in business administration or related field from an accredited university.
-At least three years of work experience, preferably if related to compliance rules within USAID environment.
-Experience in preparing reports, minutes, presentations etc.
-Effective written and oral communication skills.
-Strong computer skills including: MS Word, Excel, PowerPoint and project management software.
-Attention to detail.
-Fluent written and oral English skills.
-Ability to work under pressure and meet tight deadlines.
