POSITION SUMMARY:

The Compliance Manager duties will include but not be limited the management of Project HOPE’s Ethics & Compliance program within Gaza, including compliance with donor requirements and investigating potential violations or concerns in Gaza.  Working under the direction of  the Chief Compliance Officer and General Counsel or designee, the position will  build and oversee the local compliance team that will be responsible for assessing compliance efforts to meet legal and contractual obligations and recommending appropriate compliance strategies, training and other initiatives to minimize noncompliance and/or unethical conduct within Project HOPE and/or those working on behalf of Project HOPE in Gaza and to ensure timely reporting of all potential violations or concerns. The Compliance Manager will report to and be under the under the leadership of the General Counsel and Chief Compliance Officer.

Project HOPE is looking for a strategic, solution-oriented professional with experience overseeing a humanitarian and emergency response compliance program, including overseeing field investigations. The international relief and development sector is faced with increasing regulatory requirements and scrutiny from donors, regulators, and host country governments.

The Compliance Manager will assess a host of dynamic ethical, contractual, and legal requirements and invite and manage divergent views, while managing multiple tasks and activities in a calm, resilient, collaborative and professional manner. They must be able to manage multiple investigative matters with discretion and the utmost care of the individuals and organizations involved.  They must have excellent written and oral communication skills, the ability to understand and distill data analysis, and have a proven ability to gain credibility, support and engagement from a wide range of internal and external stakeholders. They will be a critical and strategic thinker while being able, and willing, to immerse themselves with details.

They will be able to work both independently and when necessary, collaboratively within a cross-functional, cross-divisional, and multi-national environment assisting in the resolution of issues in a manner that conforms to the highest ethical practices while fostering and enhancing positive working relationships. The Compliance Manager will have the utmost sensitivity and knowledge of cultural, political and religious environments in the region and have a strong commitment to teamwork and accountability and exhibit a leadership style characterized by collaboration, inclusivity, and proactive guidance fostering a positive work environment, encouraging open communication and mutual support among team members to effectively achieve compliance objectives.

This position is based in Gaza. Local Nationals Only.

PRINCIPAL RESPONSIBILITIES: 

  • Implement and supervise compliance with the Project HOPE Code of Ethics and other internal policies.
  • Design and execute trainings to socialize the Code of Ethics and relevant organizational policies.
  • Assist with development of and oversee the implementation strategy for the Gaza Sanctions Compliance Program (“GSCP”).
  • Develop the compliance framework for the Gaza operation, which includes compliance checklists for the various processes of the organization, applicable laws and specific donor requirements.
  • Develop and execution of the annual compliance monitoring plan, which includes assessment tools, standards, ethical considerations, and a field visit schedule.
  • Under the supervision of the General Counsel and the Chief Compliance Officer, provide sufficiently detailed reports on ethics, compliance and reporting issues guidance and recommendations, to Country and Regional Management as applicable.
  • Implementing and overseeing the local hotline for reporting compliance issues, including recording all incidents in the Compliance Case management system and referring any programmatic complaints/feedback to the MEL team.
  • Lead the reception of reports and their corresponding investigations, assigning duties to members of the compliance team to effectively reach an understanding of the alleged violations and reach possible solutions/course of actions.
  • Lead the identification of possible risks and threats that could affect the operations of the organization in Gaza and collaborate with different departments of Project HOPE, to provide suggestions and possible risk mitigating actions.
  • Oversee the Gaza Sanction Compliance Program, including conducting due diligence and background checks for organization members and stakeholders. This involves implementing and supervising training programs, as well as ensuring adherence to GSCP and donor requirements for due diligence and background checks.
  • Design and supervise the use and efficiency of internal control systems by using the organization´s policies to determine flaws in the systems and recommend areas of improvement.
  • Collaborate with the internal and external audit processes, follow up on the recommendations of the internal and external auditors, to ensure that the recommendations have been implemented.
  • Conduct all activities by maintaining the highest professional and ethical standards, acting in compliance with the text and spirit of the laws and national regulations.
  • Provide support, advice and recommendations for complex problem-solving situations related to compliance, and to build consensus, identify strategic priorities and directions, and ensure successful outcomes in Gaza.
  • Other duties as assigned.

متطلبات الوظيفة

MINIMUM QUALIFICATIONS:

  • Law, finance, degree from an accredited institution in Palestine preferred.
  • 3 plus years of experience in international development with direct experience with managing a compliance program and conducting investigations in a humanitarian and/ or emergency relief settings.
  • Strong cultural sensitivity and experience in a global, geographically dispersed organization.
  • Fluent in Arabic, ability to communicate effectively in English.
  • Experience and knowledge of US Government grants, US  sanctions and anti-corruption laws is essential.  Specific experience with USAID, and specifically BHA grants is a plus.
  • Experience with ethics, compliance, sexual exploitation and abuse, and corporate transactions in humanitarian and disaster relief high-risk contexts.
  • Previous foreign travel and willingness to travel within the region, when necessary.

  • While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.  The employee will be working in a country where working conditions are classified as “hardship.”

Work environment

  • This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
  • Position will be in resource-deprived environment with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
