Compliance Officer
Sub-award Administration:
- Perform compliance reviews, financial assessments, and quantitative analysis.
- Conduct pre-award assessments to evaluate the responsibilities and scope of the potential sub-contractors, vendors, and suppliers.
- Determine risk profiles of potential sub-contractors, vendors, and suppliers, and to recommend appropriate strategies to mitigate identified risks, including the development of special award conditions.
- Ensure procurement policies are in place, approved, and communicated to staff and monitor their compliance with USAID regulations, and AECOM’s policies.
- Determine potential risks in the procurement process and to recommend appropriate strategies to mitigate them.
- Oversee and monitor the procurement and the contract’s negotiation processes.
- Prepare negotiation memoranda.
- Complete the submission of award documents for approval by the Chief of Party, and AECOM’s Operations Manager.
Post-Award Cycle:
- Ensure proper signoff and handover process.
- Ensure proper contract’s management policies and procedures are in place.
- Monitor compliance with special award conditions by the sub-contractor including performance of internal audits and implementing of corrective actions.
- Conduct investigations to resolve contractual issues/problems/disputes arising from contracts.
- Provide timely reports on progress and deviations.
- Prepare accurate information for compliance with Mission Order 21, including necessary clauses and certifications.
- Collaborate with external stakeholders for compliance inquiries and audits.

Minimum Requirements:

Minimum of 8 years of relevant experience in similar position with international development agencies, including at least 2 years as a USAID Procurement/Compliance Officer.
- Proven Experience in donor funds administration with expertise in USAID contract and procurement regulations
- Experience in managing sub-award design and administration.
- Knowledge of USAID CFR 200 and other relevant Circulars.
- Strong understanding of USAID auditing requirements and guidelines.
- Proficiency in English and Arabic languages.
- Excellent communication skills both verbal and written.
- Effective written and oral communication skills.
- Proficiency in word processing, spreadsheets, and database management.
- Strong analytical skills.
- Ability to perform cost analysis and budget negotiations.
- Ability to conduct investigations and resolve contractual issues.
