Background

The United States Agency for International Development/West Bank and Gaza (USAID/ WBG) intends to award an acquisition activity through a competitive process, subject to availability of funding. The 60- month BREB activity aims to promote peace between the West Bank and Gaza (WBG) and Israel through expanded economic and research partnerships with the WBG, Israel, and the U.S. The activity will also support expanded trade opportunities for Palestinians across the Middle East and North Africa region.

The budget for this Activity is anticipated to be between $75 – 100 million over 5 years.

Purpose of Position

Palladium seeks a Component 3 Lead: Support Capacity Development of Entities to Enable Cooperative Exchanges in the USAID/West Bank and Gaza BREB Activity. S/he will establish partnerships with private stakeholders, NGOs, and research institutions encourage and foster commercial and research ventures between Palestinian, Israeli, and US companies and applied research institutions

Duration: 5 years (2022-2027)

Location: West Bank/Gaza

Role and Responsibilities

Serve as a member of the senior leadership team of the Project and support the Chief of Party and Deputy Chief of Party in oversight of project staff and activities

Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and effective implementation of program strategy
Support effective and open communication with the Chief of Party, Deputy Chief of Party, USAID, Project Director, other Objective Leads, project operations teams, and other relevant stakeholders
Represent the project at meetings and events with the national and local government officials, agricultural community, NGOs, non-profits, and other public and private stakeholders

Work with the Chief of Party, Deputy Chief of Party, and other project staff to integrate lessons learned, performance monitoring, and other inputs to continuously refine activities, management practices, and implementation

As a senior leader and technical advisor, support project leadership, operations, and management resources to ensure activities are implemented in accordance with Palladium policies and USAID regulations and procedures
In line with overall project strategies and approaches, manage the development, planning, and implementation of activities to foster new market connections between Israeli and Palestinian companies, regionally and internationally

Analyze firm-level barriers for Palestinian and Israeli business to form regional partnerships and present USAID with an action plan of mitigating those barriers.
Provide direct firm-level assistance to companies to build their internal capacity.
Build Capacity development to improve Palestinian competitiveness within regional and global markets.

Develop a pipeline of bankable projects to support the DFC Joint Investment for Peace Initiative part of MEPPA envisions DFC support to Palestinian and Israeli ventures
Identify companies that can benefit from the Joint Investment for Peace Initiative
Develop a pipeline of projects to support DFC investments
Provide technical assistance to support companies’ applications to the Joint Investment for Peace Initiative
Identify alternative or additional financing sources for Palestinian businesses, through other donors or through local financial institutions
Identify opportunities and potential local partners to achieve project objectives
In collaboration with the M&E team, ensure relevant staff use, maintain, and regularly upload data to support monitoring and evaluation of activities and results

Position Requirements

Demonstrated experience in senior management positions for USAID programs of similar or greater scope and complexity
Experience working in mobilizing SME investment and building business development services to help marshal investment
Prior experience in the following areas of expertise: investment mobilization and working with financial institutions to develop new financial products designed to meet SME needs
Firm level capacity building to enable SMEs to become investment ready
Demonstrated leadership, strategic thinking and planning, management, and presentation skills
Demonstrated experience coordinating and collaborating with stakeholders
Experience in monitoring and documenting project activities and outcomes
Excellent communications, organizational, and interpersonal skills
Strong supervision skills managing teams
Written and oral proficiency in English and Arabic is required
Experience working in fragile or conflict-affected regions preferred
Experience working in West Bank/Gaza is required
Experience working for large donor organizations such as USAID preferred
Knowledge of USAID policies, procedures, and reporting requirements preferred
