Component Leader

Chemonics International seeks both a Component Leader and an expert Legal Committee Specialist for its USAID-funded Palestinian Justice Enhancement Program that works to strengthen justice sector institutions and the rule of law in the Wost Bank and Gaza.

Position Objectives Basic Functions/Critical Tasks:
The Component 1 leader will manage and oversee activities to upgrade the capacities of the High
Judicial Council and strengthen targeted functions within the Ministry of Justice.

Specific tasks include:
-Oversees Component 1 efforts to enhance the accessibility and efficiency of targeted justice sector intuitions, including assisting targeted organizations in identifying needs.
-High Judicial Council (HJC)
-Helps to strengthen HJC management and administrative functions о Supports enhancing the performance monitoring of courts and departments о Helps to promote judicial budgeting and financial management through assisting the HJC m strengthening its needs-based planning process
-Supports the HJC in reducing process times, increasing enforcement of civil judgments, and strengthened case management systems.
-Ministry of Justice (MOJ)
-Helps the MOJ improve user satisfaction with targeted HJC departments о 8uilding the capacity of targeted MOJ departments
-Supporting enhanced standards for registering and certifying mediators and arbitrators, as well as supporting training for mediation and arbitration
-Works with Component 2 Leader and team to develop and manage training for judges, court staff, and other legal professionals
-Works with Component 3 Leader and team to enhance accessibility to the justice sector, and public confidence in the justice sector
-Works with M&E and reporting specialists to provide input for regular and ad hoc reports
-Additional duties as required by the chief of party or deputy chief of party. Specialized Knowledge and Related

Requirements:
-Knowledge of justice sector institutions in the West Bank and Gaza
-Experience working on legal reform issues in the West Bank and Gaza
-Experience working on institutional strengthening and capacity building
-Ability to network and work closely with stakeholders
-Previous work on USAID or other donor-funded projects highly preferred
-Strong communications and interpersonal skills
-Ability to work independently

Education. Qualifications and/or Equivalent
Experience:
-Minimum of a bachelor's degree in a relevant field
-A minimum of 10 years of experience in a relevant field
-Strong Arabic and English skills
