I. Specific objectives:
- Developing and leading the implementation of the M.E.A.L system designed for the MHPSS ER, including designing and/or adjusting the framework for monitoring, evaluation, accountability and learning of the project activities and defining methodologies for collecting data that will be used for monitoring the effective implementation of the project.
- Working closely with the three MdM Chapters’ teams involved in the implementation of the MHPSS ER, to ensure timely and accurate collection of data required for regular updating of the indicators including the ones set out in the Project Agreement and internal ones, that will be used to assess the progress of implementation of the project.
- Regularly analyzing data pertaining to the MHPSS ER to support internal monitoring and evaluation of results and impact of the MHPSS ER and preparing reports and presentations reflecting implementation progress and including challenges identified in the project implementation (if any), as well as recommendations for corrective actions.
- Leading the implementation of the accountability mechanism of MdM used to ensure accountability to affected populations throughout the implementation of the MHPSS ER: recording and processing feedback and complaints; on MdM services; analyzing feedback received and ensuring that they are used for quality improvement purposes.
- Regularly identifying and putting into practice lessons learnt and best practices pertaining to the MHPSS ER.
- Conducting regular monitoring visits to the teams and of the activities implemented by the three MdM Chapters.
- Building capacities of staff involved in the implementation of the MHPSS ER regarding monitoring and evaluation.
II. MAIN RESPONSIBILITIES
Main responsibilities and activities of the Monitoring & Evaluation Officer can change according to the organization of the work and to the composition of the team involved in the implementation of the MHPSS ER.
- Programming
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Ensure Quantitative and Qualitative data collection using MdM monitoring, and evaluation tools designed for the MHPSS ER and the MdM’s monitoring platform (Monitool), and archive data in an appropriate and confidential way.
- Support MdM Chapters’ MEAL teams to use the necessary tools and follow-up system for data collection and monitoring of the project activities and of the project indicators.
- Ensure regular data compilation for the Consortium and guarantee timely and accurate information gathering.
- With support of the MHPSS technical focal points of the MdM Chapters, verify the accuracy of provided information.
- In coordination with the MEAL teams of the three MdM Chapters, monitor the MHPSS ER indicators: analysis and interpretation of data and proposition of adjustments if needed.
- Organize field visits to monitor MHPSS ER interventions against Quality Benchmarks and produce and share monitoring reports with the project and the Consortium management teams based on quality findings.
- Implement and manage accountability mechanism to affected populations in line with MdM beneficiary satisfaction and accountability frameworks: Feedback and Complaint Mechanism of MdM and Beneficiary Satisfaction Survey.
- Ensure that beneficiary feedback is captured, analyzed, and utilized by the project team to ensure the provision of quality services to the supported population.
- Regularly participate in monitoring meetings, project review meetings and disseminating project quality reports.
- Support the MHPSS ER Consortium management team and the MdM Chapter’s implementation teams in ensuring the quality of the project technical performance and in developing technical capacity building plans for the team.
- Build capacities of the staff involved in the implementation of the MHPSS ER, to allow them to efficiently use MdM monitoring and evaluation tools, including the Monitool and to apply data collection and satisfaction methods.
- Documenting lessons learnt identified by the project team and defining an action plan to put them into practice. Ensure proper documentation of project data and information for learning purposes.
- Representation:
- Upon delegation by the Consortium Manager, coordinate and maintain contacts with partners (international organizations, NGOs, etc.) involved in the implementation of the MHPSS ER on the relevant aspects of the project.
- Leading the Consortium MEAL coordination meetings held monthly with the Consortium MEAL focal points.
- Participating in cluster/technical work group meetings and fora when delegated by the Consortium Manager.
- Upon request from the Consortium Manager, participate in the preparation and implementation of donors’ field visits.
- Reporting, follow up and monitoring:
- Contribute to the development of timely and high-quality reports for donors, clusters, and partners, on the MHPSS ER in collaboration with the Consortium Manager and MdM Chapters’ teams and ensure their timely submission.
- Work with the Consortium Manager and MdM Chapters’ teams to adapt the data management procedures and the data visualization supports to prepare data for reporting, in line with donors’/partners’ and MdM’s requirements.
- Work in collaboration with the MHPSS managers and coordinators to ensure consistency and quality in reports.
- Ensure accurate reporting against the project targets, through regular tracking of the project indicators.
- Contribute to the preparation of the Consortium Monthly Sit Rep reflecting progress against the project targets.
- Generate summaries for analysis when required (graphs, tables, reports) from the project databases/datasets.
- Contribute to drafting proposals/modifications with support from relevant colleagues, pertaining to the MHPSS ER.
- Security:

I. REQUESTED COMPETENCE/SKILLS/PROFILE
- Degree in data science, statistics, social science, or any other related field.
- Experience or background in health/protection information management or a related discipline would be an asset.
- Experience in quantitative and qualitative data collection including survey design, implementation, and analysis.
- Demonstrated skill in training and MEAL capacity development of field staff.
- Good command of Microsoft Office, Kobo Humanitarian Tool Box or similar.
- Competence in statistics software packages as EPI-info and SPSS will be an asset, or familiar with code languages as R or Python.
- Competence in Geographic Information Systems will be an asset.
- Ability to seek, collect, clean, and critically analyze data and information needed to achieve the tasks.
- Experience working with NGOs is preferred.
- A willingness to travel regularly to the field according to the requirements of the job.
- Professional proficiency in Arabic and English is mandatory.
