Short term mandate – External consultant
Job Title:Construction Engineer
Work Base:Gaza Strip
Project title:Meeting emergency water, sanitation, hygiene and child protection needs of 7’663 children in 10 primary schools by December 2015.
Reporting to:Emergency Response Coordinator and Gaza Office Manager
Duration:30 working days
Dates of mission: In total 30 working days during March, April, May, and June 2015

General
Terre des hommes – Lausanne is a Swiss based INGO that has been implementing projects in the Gaza Strip since 1984. Tdh has had uninterrupted operational presence since 2009 with major focus on child protection, juvenile justice, hygiene promotion and has a strong reputation notably through the establishment and localization of Ard-el-Insan, the lead nutrition NGO in the Gaza Strip.
With funds received from Swiss Solidarity Tdh is going to implement a WASH project in 10 schools in the Northern and Eastern Governorate of the Gaza Strip.
Scope of Work
Together with the Emergency Response Manager (ERM) and the Gaza Office Manager, the Construction Engineer will be responsible for the effective implementation of the WASH project related activities though conducting and coordinating activities according to project standards, protocols, and timelines.
Specific tasks include:
Specific tasks
-Prepare Drawings, Specifications, Bills of Quantities (BOQs) in coordination with Tdh team and the MoEHE, building department.
-Coordinate and manage Tender procedures, evaluations, analysis of received bids for rehabilitation works.
-Prepare and write Contracts for rehabilitation works and ensure that Tdh and local contract agreement clauses are respected.
-Monitor and inspect progress of construction works, by making regular follow up visits to construction sites and make sure that construction works are performed within the agreed deadlines.
-Check delivery of materials, overall supervision of the construction sites and make sure that works are done according to technical specifications and are corresponding in terms of quality.
-Maintain proper records of all tests carried out to ensure quality compliance to construction sites
-Certify all payments after verification of work performed at sites in coordination with the ERM.
-Attend site meetings at regular intervals, and distribute minutes of meetings.
-Advise on works that might eventually incur extra costs, on time (variations to the contracts, time and cost, if any, shall be verified and appropriate decision should be taken with the Tdh team.
-Propose recommendations related to improvement of methods and quality of works.
-Liaise with all relevant institutions to guarantee an effective progress and conclusion of all construction in all sites including the defects liability period;
-Carry out any other tasks requested by the Tdh Emergency Response Coordinator and/or the Head of Office.
Safety and security
-The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of Tdh, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern.
Coordination
-Coordinate with the MoEHE Building department, relevant stakeholders and partners CBO’s.
Reporting:
-The Construction Engineer is supposed to submit on a monthly basis the progress reports from the construction sites to the ERM.
-The Construction Engineer should produce reports detailing activities and progress of the construction
Works on sites. The reports should include forecasts, estimations, suggestions with costs and recommendation for improvement to ensure successful completion of the planned project activities.
-The Construction Engineer will provide information on a regular basis in relation to the contractor’s
performance, payment schedules as agreed, etc.
-Participate in the preparation of other reports related to construction works and or to the project in general.
Required Qualifications and Experience:
-Degree in Civil Engineering with over 5 years of experience
-Overall experience in civil, construction and project management (minimum 5 years of
project management experience in Building Construction Supervision). Preference will
be given to those who have similar experience working with INGO’s more specifically on WASH related projects.
-Excellent communication skills
-Fluent in Arabic and English
-Hold a valid driving license
-Computer literate; MS Office, AutoCAD and or similar construction software.
