CHF International is implementing a five-year, Community Infrastructure Development (CID) program in the West Bank with funding from the United States Agency for International Development (USAID). This program aims to improve the quality of life for Palestinians in vulnerable communities through provision of multi-sectoral infrastructure and a wide-range of capacity building initiatives. To support the implementation of this program, CHF International and partners are seeking qualified candidates to assume the following positions, on renewable yearly contracts:
 
Construction Management Area Engineers (Central West Bank and South West Bank) 

Locations: Ramallah/Al-Bireh (1 position), Hebron (1 position)

Employment contract details:
This position will work on the CID Program as an integrated member of the team based in the CHF International offices, but will be hired as full-time staff of the Center for Engineering and Planning (CEP), a sub-contractor to CHF International.

Responsibilities:
This position will lead technical aspects of construction management within their assigned geographic region (Area) of responsibility.  The Area Engineers will have upper supervision responsibility for the construction activities at sites within their Area and serve as the direct contact point for partners/beneficiaries on technical aspects of construction projects. The Area Engineers will also lead capacity building of local technical partners.  Activities will include: training, guidance, coaching, and mentoring to local and municipal engineering and design firms, contractors, and participants of the Engineering Fellows program working on project sites.  In addition, Area Engineers also participate in the early stages of project design, conducting site visits with partners to determine viability of projects and carrying out initial reviews of designs.  They will participate in the tendering process, mobilization of contractors, and when the projects are complete, they will manage the handover to the project beneficiaries. 

Key qualifications:
Bachelor’s degree in civil engineering or construction management; a minimum of ten years of experience working in site supervision/project management for buildings and/or other infrastructure projects; prior experience working with USAID or other international donor-funded infrastructure projects, preferred; reporting writing skills in English and Arabic, preferred; demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring, preferred; computer skills in MS office, AutoCAD, MS Project and/or Primavera; ability to work under pressure and willingness to travel frequently to various localities in region assigned; and registered with the Engineers Association and has a valid driving license.
