Construction Management Team Leader

CHF International is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International Development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program, CHF International and partners are seeking qualified candidates to assume the following positions, on renewable yearly contracts:
Construction Management Team Leader - Location: Ramallah/Al-Bireh
The Construction Management Team Leaders will be based in CHF’s Ramallah/Al Bireh office,
covering projects across the West Bank and reporting to the Deputy Program Director for Infrastructure the Team Leader will manage construction aspects and ensure quality control of LGI projects in full coordination with the Deputy Director for Infrastructure. S/he will supervise the Construction Management Projects Engineers, Site Engineers and Office Engineering Assistants as per LGI’s org chart, ensuring their follow up of project construction, quality assurance and control.
S/he will work with other construction management staff on the development of a robust quality
control and assurance system, ensuring that it is operationalized and followed by the entire LGI
field based engineers.
S/he will conduct reviews of contracts to monitor budgets and schedules with Contractors and
Projects Engineers, S/he will work with the Projects Engineers to oversee and verify payment
requests from contractors to ensure that payments are made against completed deliverables.
The Team Leader will visit sites frequently to provide technical support, oversight on quality
control and quality assurance measures, as well as site safety.
S/he will share in the proper inspection and handover of completed project to ensure that all projects are completed according to all contract conditions.
S/he will coordinate with the Deputy Program Director for infrastructure and the Assessment and
Design review Team Leader to make ensure that the technical support from the projects
engineers during the assessments and the initial reviewing of the designs prepared by the
counterparts are done efficiently.
The team Leader will resolve construction issues as they arise, ensuring that the construction
process proceeds on time, on budget and at the highest quality.
S/he will ensure compliance by all contractors of USAID/CHF branding and marking
requirements during the construction phase and following handover of projects.
Will oversee the Projects Engineers supervision of other staff, the Site Engineers and Office
Engineering Assistants.
He will be responsible for collecting the field reports and prepare the required reports for all
infrastructure projects under his responsibility
Key qualifications
Bachelor’s degree in civil engineering or construction management; a Master’s degree is
preferable.
A minimum of 15 years of experience working in project management for different
types of buildings and other infrastructure projects; prior experience working with USAID or
other international donor-funded infrastructure projects, preferred; Proven strong management
skills having lead more than ten people. Team builder who can create consensus while being
decisive on getting things done in due time and quality. Strong communication and analytical
skills. Professional experience in planning, monitoring, quality Control/Assurance and
evaluation. Strong reporting and writing skills in English and Arabic. Demonstrated ability to
work collaboratively with different teams in addition to the contractors, Local Authorities,
community members during different project phases. preferred; computer skills in MS office,
MS Project and/or Primavera; ability to work under pressure and when necessary outside formal
working hours and willingness to travel frequently to various localities in region assigned; and
registered with the Engineers Association and has a valid driving license
