Context
Médecins du Monde France (MdM-F) is an international solidarity association which has a mission to care and cure the most vulnerable populations who are living in situations of crisis and exclusion throughout France and the world.
Brief presentation of the Program: MdM France (MDM-F) in partnership with MDM Switzerland (MDM-CH) and the Palestinian Counselling Center (PCC) implemented between May 2013 and June 2016 a 3 years program aiming at reinforcing the capacities of different levels of care to ensure a comprehensive accompaniment of people suffering from Mental Health Disorders. The program included activities at community level, school level, community Primary Heath Care (PHC) structures, Community Mental health Center and specific support at institutional level .
General Objective of program: Ccontribute to improve the mental health of children, teenagers and families in Nablus governorate, fitting with the National Strategic Plan of the Ministry of Health (MoH) 2012-2014.
Specific objective: Reinforce the detection, management and referral of mental health disorders of children, adolescents and families within schools, PHC structures, and the community of Nablus governorate, over a period of 3 years.
Summarized details of the program activities: the program included activities at several levels of care which were distributed in between the different actors as follows:
-Community Mental Health Center of MOH: Establishing an adapted structure to support mental health services for children, adolescents and their families including structure rehabilitation, provision of furniture and pedagogical tools, trainings, supervision, data documentation and improving work procedures. Implemented by MDM-CH and PCC
-Primary Health Care Centres of MOH: Training and supervision of the PHCC staff of 25 centres in Nablus governorate to receive, detect and refer patients with Mental Health problems, including development of data documentation tools at PHC level. Implemented by MDM-F and PCC.
-Schools and School Counselling department of the Ministry of Education (MOE): Capacity building and supervision of school counsellors and their supervisors to detect, orient and refer students with Mental Health Problems. Implemented by MDM-CH and PCC
-Community Based activities : Awareness and anti-stigmatization campaign, and piloting the capacity building of Mental Health and Psychosocial Response teams and Parental skills activities in 2 villages . Implemented by MDM-F and PCC
-Institutional support: Participation in the development of the MH strategy of MOH, Nationalization of MH referral system and advocacy activities . Implemented by MDM-F, MDM-CH and PCC.
Objectives of the evaluation
MdM, in the framework of this program, is looking for consultants to:
-To assess the relevance of the action in regard to the beneficiaries needs and to the Ministry of Health strategy
-To measure the achievement of the general objective and results and identify the reasons underlinning these achievements/non achievements (strenghts and weaknesses)
-To evaluate the sustainibility of the project outcomes
-To assess the partnership (MdM-F, MdM-Ch and PCC, but as well with Ministries) and draw recommendations for the future.
-To assess the accountability towards users in the project health centers
The maximum total budget available for this consultancy is 10.000 EUR.
The evaluation team shall travel to the Occupied Palestinian Territory.
-Sought after profile
We require the following from the candidate consultancy firms or individual consultants:
-A proven strong experience in evaluation, particularly evaluation of partnership and consortium models
-A good experience in terms of development projects and cooperation;
-Professional experience in the Occupied Palestinian Territory is an asset
-Fluency in the following languages: English (French and Arabic an asset). Reports are to be done in English
-Experience/knowledge of Health development projects
-Experience/knowledge in Mental Health and Psychosocial Support

-A cover letter (maximum 3 pages) explaining why the proposed consultant is a good candidate for the evaluation (experience in similar conditions, references regarding the execution of analogue contracts, dates when available to consult, etc…)
