The Palestinian Authority Capacity Enhancement Project

Change Management (Centers of Excellence) Transformation Coach
The Palestinian Authority Capacity Enhancement project is a three year USAID-funded project
implemented by Chemonics International Inc. It aims to improve the standard of living of the
Palestinian people by enhancing the provision of services and institutional capacity of PA ministries
and other public sector institutions including the Ministry of Public Works and Housing (MOPWH),
the Ministry of Transportation (MOT), the Ministry of Finance (MOF), the Ministry of Interior (MOI) and the Ministry of Telecommunications and Information Technology (MTIT). In parallel to specific quick and visible short-term interventions, the project’s approach is transitioning to a more dynamic implementation strategy directed at building sustainable institutional capacity, using the Centers of Excellence methodology to establish internally-driven change management capabilities within the target ministries.
The project requests consultancy services to support the implementation of the Organizational
Transformation Planning stage of the medium-term capacity building program, Centers of Excellence.
The goal of this activity is to support ministry teams, through coaching and facilitation, in the production of specific defined outputs (e.g., vision statements, priority maps and action plans) to
strengthen the knowledge and capability of pre-selected Palestinian civil servants to organize,
manage and implement various ministry-defined reform objectives. This support will be provided
in close coordination with the project technical team.
This work will build upon the previous stage of Self assessment, during which internal teams
develop a report outlining ministry capabilities in 5 areas: 1. Leadership, 2. People (Human
Resources), 3. Knowledge, 4. Process and 5. Finance.
The project invites individuals to indicate their interest in providing the above-mentioned facilitation and coaching services to support the production of vision statement, priority maps and action plans.
Interested individuals shall provide information demonstrating that they are experienced enough
to perform the services requested, including:
1-Curriculum Vitae, outlining relevant work history, including previous experience in training and the implementation of organizational excellence/change management/ongoing improvement programs outside of Palestine (e.g., Middle East, Europe, Americas, Asia).
2-References for work conducted within the last three years, with preference for overseas professional experiences
3-Samples of output developed to support implementation of organizational excellence/ change management/ongoing improvement programs in Arabic or English, including action plans and training materials
Individuals must also be able to demonstrate fluency in Arabic and strong English speaking and
writing skills. Proposal information should be presented in printed form. Only selected candidates
will be contacted for a follow-on interview.
