Participatory situation analysis of persons with disabilities’ needs and mapping of socio-economic services in the West Bank (Nablus, and Hebron governorates)

Under the projects: Multi-stakeholder Initiatives Towards more Effective Response to Persons with Disabilities Needs, and Demands in the State of Palestine ” and “Fostering Multi-stakeholders Mobilisation for the Inclusion of Persons with Disabilities in their Community in Marginalized Areas of oPt”

1-CONTEXT

Handicap International (HI) started its work in Palestine in 1996, and has been working continuously in the West Bank since that time and in the Gaza Strip since 2002. The proposed action builds on the experiences and lessons learned from the AC 3 project in the West Bank and on a number of accesses to services projects implemented in Gaza.

Since 2010, HI and its partners in West Bank have focused their action on improving the quality of services for PWDs by strengthening technical capacities of the rehabilitation workers, and by ensuring improved access to assistive devices. Handicap International also worked to improve access to accessible transportation options and information about existing rehabilitation services.

In West Bank, the project aims to develop a more effective response and mechanisms for people with all types of impairments. Through this project, rehabilitation centers and DPOs will be supported to consolidate their implementation of the User Centered Approach (UCA), and referral mechanisms will be improved. In two specific target governorates, existing community-based rehabilitation (CBR) services will be supported technically to develop their approaches in line with the 2010 WHO CBR guidelines. At the municipal level, in 3 targeted municipalities, the project will support the creation of multi-stakeholder working groups and the development and implementation of inclusive initiatives.

2-DESCRIPTION OF THE REQUIRED SERVICE PROVISION

Within the framework of the current projects “Multi-stakeholder Initiatives Towards more Effective Response to Persons with Disabilities Needs, and Demands in the State of Palestine ” and “Fostering Multi-stakeholders Mobilisation for the Inclusion of Persons with Disabilities in their Community in Marginalized Areas of oPt” Project”  a mapping of socio-economic services (MaSe) and a participatory situation analysis (ParSitAn) for PwDs’ needs will be conducted. The targeted areas are Nablus and Hebron governorates in the Occupied Palestinian Territory (oPt). Multi-stakeholder working groups (MSWGs) of service providers, local authorities, DPOs/SHGs and CBR actors were established in these governorates as part of the projects; to enhance the inclusion of PwDs at the local level. MSWGs will lead this activity in their respective areas in a participatory manner. The HI will provide overall supervision and technical support.

This consultancy will be focused particularly on strengthening of MSWGs’ skills to identify PWDs’ needs, to identify the social services focusing on rehabilitation and socio-economic services, and to disseminate relevant information on the local level. After the consultancy, the MSWGs will continue to update the data to ensure that the MSWGs contributing in the overall development of the local inclusive planning in the three municipalities (two in Hebron, one in Nablus) of the West Bank. This consultancy will ensure that all necessary knowledge and expertise have transferred to MSWGs’ members to increase the inclusion of PWDs in socio-economic services. The resulted database with information collected, and final report of ParSitAn would provide with the needed information for future strategic planning.

3-SCOPE OF WORK
The ParSitAn would include two major scopes of work. On one hand, identifying the needs of PwDs. On the other hand, identifying the situation of social services focusing on rehabilitation and socio-economic services. As a result, a comparison for both scopes would be conducted to identify the gaps found. Developing a ParSitAn can help to increase knowledge and awareness about the situation of PwDs, including what PwDs themselves see as the most pressing needs and what needs are not being fulfilled. In addition, a ParSitAn will help MSWGs to build up a shared understanding of the level of access of PwDs to social services focusing on rehabilitation and socio-economic services, and the related facilitators/ obstacles, to determine the most appropriate course of action.

Social services focusing on rehabilitation and socio-economic services will be mapped in geographical areas covered by MSWGs; with a special focus on Dura, Thahreyeh, and Asyra Alshamaleyeh municipalities. MaSe will help understanding which social services are available, where and to which degree they are open and accessible to children and adults with disabilities. A particular attention will be given to services and their accessibility for girls and women with disabilities, and across disabilities. This is an important initial step to enhance referrals of PWDs to those services. MSWGs will be supported “on the job” to lead this process, so they can autonomously update the mapping of services after the end of the project.

Specific objectives of the consultancy

Global Objective:

The main objective is to support the MSWGs to compile and comprehensively summarize information on the situation of PwDs and create a database in each of the targeted municipalities. In addition to information about the social services focusing on rehabilitation and socio-economic services at the local level to ensure that the MSWGs are contributing in the overall development of the local inclusive planning in the three municipalities Dura, Thahreyeh, and Asyra Alshamaleyeh of the West Bank.


Specific Objectives:

-To develop the competencies of three MSWGs’ members on the needed technical skills in collecting and analyzing data, reporting, and disseminating information within the scope of the task.

-To support the three MSWGs in Nablus and Hebron to develop and update information about PWDs and socio-economic services in the local community, in addition to supporting them in using the database. The support to the MSWGs would be in the following:
-Methodology and plan of the situation analysis
-Data collection tools and collection process
-Analysis of findings

- Write the first draft of participatory situation analysis report of PWDs’ needs and situation of social services response to these needs in full consultation with MSWGs.

-Support the MSWGs to finalize the report.

4-EXPECTED OUTCOMES

Participatory situation analysis

-Design methodology for the whole ParSitAn process which ensures a participatory approach involving the MSWGs as the ones leading the action. With assurance of constant mentoring, coaching, supporting and quality monitoring by the consultant.

-Support the MSWGs in collecting facts and figures.

This section shall include detailed information about to what extent are the rights of PwDs and their families are articulated in national policies and programs. How do sub-groups of PwDs (e.g. children, women, and youth) differ in terms of inequalities among the disability community? Which are the most deprived groups of PwDs in terms of access and facing negative attitudes? What forms of deprivation and exclusion do they face? What are the determining factors that give rise to their exclusion?

-Support the MSWGs to analyze existing stakeholders’ practices


This section shall include analyzing if national legislations and policies are compliant with the UNCRPD, and to what extent is the government taking steps to realize the rights. What existing social, institutional and political factors could potentially support the inclusion of PwDs and the realization of their rights?  
-Identify what PWDs themselves see as the most pressing needs.
-Support the MSWGs to analyze the extent needs are being met. What capacities (financial, technical and institutional) exist at national, sub-national and community levels to address inclusion of PwDs? To what extent is the physical, communication and information environment accessible for PwDs? How satisfied are PwDs with the current policies and programs? To what extent do PwDs have the same level of participation and the opportunity and access to services as their peers without disabilities?
-Analyze to what extent are PwDs and their families aware of the financial programs and social protection measures from the government, and to what extent do they access them? To what extent are PwDs excluded from participation in society? How are the voices of PwDs or their representative organizations incorporated into the design and planning of national/local strategies and programs?

-Identify the existing immediate, underlying and structural bottlenecks and barriers to the well-being of PwDs and to accessing and utilizing the social services focusing on rehabilitation and socio-economic services. Identify existing policy and programmatic responses to address the barriers. Identify who are the key duty-bearers

-Evaluation report and recommendations.


Mapping of services
-Design methodology for the whole MaSe process which ensures a participatory approach involving the MSWGs as the ones leading the action. With assurance of constant mentoring, coaching, supporting and quality monitoring by the consultant. The methodology shall include conducting focus group discussions with the 3 MSWGs.
-Develop survey tools in cooperation with the MSWGs members.
-Supporting MSWGs in gathering information on availability and situation of social services focusing on rehabilitation and socio-economic services.
-Analyze gathered data.
-Organize information in tools to be disseminated within the local communities.
-Develop a database with the information collected using advanced technological techniques on collecting and reporting data e.g. Geographical Information System (GIS)
-Support the MSWG “on the job” to ensure they can autonomously update the mapping of services after the end of the project.
-Evaluation report and recommendations


5-ONSULTANT’S PROFILE

-Higher education in the field of social science or closely related field (MSc or PhD).
-Knowledge and experience in the disability rights, advocacy, and inclusive local development.
-Extensive professional experience with the disability community.
-Experience with participatory research.
-Knowledge and experience in mapping of services and situational analysis.
-Knowledge and experience in qualitative and quantitative methods.
-Strong statistical background.
-Knowledge and experience in the Geographical Information Systems (GIS) is an asset.
-Five years of relevant work experience.
-Good social and communication skills, able to respect confidentiality.
-The consultant is expected to have a sense of personal security, be aware of the security situation and take respective action, especially when approaching check point
-Excellent English and Arabic language skills (reading, writing and speaking).
