The Belgian Development Agency (BTC) in cooperation with the Palestinian Authority is implementing the Enhancing Capacities for Institution Building (ECIB) Program.

The program has three components:

-Develop different Work Based Learning (WBL) schemes in Palestine
-Capacity building of stakeholders at national and local level to implement WBL initiatives
-Improve access to training and coaching of economically and socially disadvantaged youth

BTC is seeking to recruit a highly qualified consultant to support the MoEHE and MOL in reviewing the legal basis for Work Based Learning scheme.
Initial duration of assignment is three months, additional tender rights of 100 working days over a period of maximum three years


The consultant will be responsible to guide and support the MoEHE and MoL in the assessment of the legislation and regulation framework.
S/he will work under the supervision of BTC, and steered by an ‘ad hoc’ policy committee, composed of MoL, MoEHE, TVET NGO-League, BTC and GIZ

The consultant should have the following qualifications:

-Master degree in Law, preferably with specialization in Labour market & employment sector
-Minimum 10 years of legal expertise
-Experience in drafting legislative texts
-Good knowledge of Palestine laws relevant to the field of employment and social and    economic development
-Excellent understanding of the vocational education and training sector in Palestine
-Good inter-personal and communication (oral and written) skills
-Full working knowledge of English, including excellent report writing and presentation skills in English
-Knowledge of Arabic language would be desirable
