BACKGROUND
IREX is implementing a USAID program “Forsah TVET” in the West Bank, Jerusalem, and Gaza. Forsah TVET supports technical and vocational education and training (TVET) institutions to better prepare Palestinian graduates for the labor market and to productively engage in local and regional economies.
The Forsah Technical and Vocational Education and Training Activity “Forsah TVET” supports technical and vocational education and training (TVET) institutions to better prepare Palestinians graduates for the labor market, and to productively engage in local and regional economies.
Forsah TVET has conducted a Scholarship Technical Assessment with five partnered TVET institutions to explore the necessary interventions in order to improve the scholarship management processes and prepare for the Forsah TVET Access Scholarship Program. The Access Scholarship program aims to increase the enrolment in the TVET field, focusing on the accessibility and inclusion of females, people with disabilities (PwD), and other marginalized groups.
The scholarship activities of the partner TVET institutions were reviewed across three key areas: (1) Scholarship Strategies, Resources, and Opportunities, (2) Effective Scholarship Management, as well as (3) Involvement of Private Sector and Youth.
The assessment has revealed the key areas for improvement for the scholarship programs within the TVET institutions. While the institutions have demonstrated proficiency in securing funding from diverse sources, as well as showcased examples of working to increase access to education for marginalized students; gaps existed, including limited engagement with the private sector and the absence of structured strategies for scholarship management. However, these gaps present opportunities for improvement through the Forsah TVET program interventions. For the next step, the Forsah TVET program aims to implement a capacity building training on the following topics: enhancing private sector fundraising and funding diversity, strengthening student-donor verification procedures, and enhancing human resources management among scholarship staff
WORK SCOPE
IREX is seeking a consultant to develop strategies for enhancing private sector fundraising and funding diversity, strengthening student-donor verification procedures, and enhancing human resources management among scholarship staff. Additionally, the consultant will develop training materials and conduct training sessions for TVET institutions based on identified needs.
ASSIGNMENT RESPONSIBILITY
- Strategy Development:
- Develop tailored strategies and recommendations for enhancing private sector fundraising and funding diversity.
- Propose measures to strengthen student-donor verification procedures.
- Develop strategies to enhance human resources management among scholarship staff.
- Training Materials Development:
- Develop comprehensive training materials based on identified needs and priorities.
- Ensure that training materials are clear, concise, and accessible for TVET institutions.
- Training Sessions:
- Conduct training sessions for TVET institutions based on the developed materials.
- Provide interactive and engaging sessions to ensure effective learning.
- Address questions and concerns from participants during the training sessions.
- Feedback and Revision:
- Gather feedback from TVET institutions regarding the effectiveness of the training sessions and materials.
- Revise training materials based on feedback received to improve future sessions.
The Training needs & logistics arrangements and costs will be covered by IREX.
ASSIGNMENT TIMELINE:
This assignment is envisioned to be conducted over a period of 2 months with an approximate start date of July 1st,2024 until August 30th , 2024. The estimated needed level of effort shall be indicated by the applicant in their submitted proposal.

Feedback report summarizing feedback received from training participants at each institution and recommendations for future improvements.

The deliverables shall be submitted to IREX and electronically in a Microsoft Word file, as well as, if requested in writing by IREX, in hard copy.
IREX reserves the right to comment on, and request revisions to, any products or deliverables prepared by the consultant. Provided such comments and requested revisions are conveyed to the consultant in a timely manner.

REQUIRED QUALIFICATIONS
The consult is expected to have the following key qualifications and experience:
- A master’s degree (or equivalent) in business administration, accounting, engineering, educational economy, public relations, fundraising or any related fields (as a requirement).
- Previous experience with TVET sector.
- Demonstrated experience in developing tailored strategies and recommendations for education or development programs.
- Expertise in private sector fundraising, program management, student-donor verification, and human resources management.
- Experience in conducting training sessions and developing training materials customized to diverse institutional needs.
- Demonstrated knowledge and/or experience with the Positive Youth Development (PYD) approach and Gender Equity and Social Inclusion (GESI) is preferred.
- Ability to communicate fluently in English and Arabic and write reports in English.
EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
- Technical proposal: 60%
- Financial proposal 40%
PROPOSAL SUBMISSION
Interested applicants must submit the following documents:
- Document 1: Technical Proposal (maximum of 7 pages) including a description of the approach, envisioned work plan toward the deliverables, and anticipated challenges.
- Document 2: CV
- Document 3: Relevant Past Experience (portfolio)
- Document 4: Financial proposal including estimated Level of Effort, daily rate, and total amount in USD excluding VAT, the consultant must provide a valid deduct of source certificate, or 10% will be deducted from the total amount.
