Consultant, Expert in VAW and Policies Evaluation

Duration: 3 months
UNIFEM, in partnership with the Palestinian Ministry of Social Affairs, intends to promote and lead a process of evaluation of policies and procedures for a pilot shelter for women victims of violence (Mehwar Center)

Main duties and Responsibilities:
-Work in close cooperation and coordination with an International Consultant as part of the evaluation team;
-Contribute to develop the evaluation methodology and tools, and the evaluation plan according to the general guidelines developed by UNIFEM;
-Conduct an analytical review of Mehwar policies and procedures, highlighting any gap and/or compliance to women’s human rights standards;
-Contribute to develop the methodology and guidelines for focus groups discussion and semi-structured interviews;
-Report on feasibility and compliance to human rights standards of Mehwar policies and procedures and contribute to develop recommendations to ensure those requirements in the future;
-Upon recommendations contained in the evaluation report, amend Mehwar policies and procedure in Arabic;

Qualifications:
-BA in Gender Studies, Political Science, International Studies, Sociology; MA is an asset;
-Minimum three years experience as researcher and/or evaluator in the areas of gender, violence against women and women’s human rights;
-Track records in the development and evaluation of gender related policies;
-Excellent knowledge of the Palestinian socio-political and cultural context;
-Strong analytical skills;
-Strong communication skills, oral and in writing;
-Perfect spoken and written Arabic; fluency in English;
-Previous working experience within the UN system an asset.
