1. Background:
Medical Aid for Palestinians (MAP) is a UK-registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.
MAP’s vision is of a future in which all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realization of their rights to health and dignity.
In reference to the project titled: “Emergency primary health, DRR, protection and capacity development services to conflict-affected populations in Gaza and the West Bank”, which is funded by the EU and implemented in partnership with the International Rescue Committee (IRC) and MAP. MAP seeks to hire two local consultants to review and update the emergency medicine protocols at the hospital level.
2. Objectives:
The main objective of this consultancy is to review and update the existing emergency medicine protocols in the Emergency Room (ER) to ensure they reflect the latest best practices and evidence-based medicine and align with current standards of care, ensuring tailoring to the Palestinian context.
3. Scope of Work:
The consultant will be expected to:
- Conduct a thorough review of all existing emergency medicine protocols currently in use in the ER.
- Identify outdated practices, gaps, and areas that require improvement or updating.
- Research and review the latest guidelines, best practices, and standards in emergency medicine.
- Collaborate with the technical committee and other relevant staff to gather input and insights.
- Draft updated protocols incorporating the latest evidence-based practices.
- Ensure protocols are clear, practical, and easy to follow in a high-pressure ER environment.
- Align protocols with relevant local, national, and international standards and regulations.
- Facilitate the collection of feedback from all stakeholders and integrate it into the protocols
- Facilitate workshops for disseminating and introducing the updated protocols to stakeholders, and deliver a presentation about the developed protocols.
- Submit a complete report about the activity which includes, methodology, results and recommendations.
- Complete the safeguarding online training via kayaconnect.org and provide the completion certificate to MAP.
4. Deliverables:
- Updated emergency medicine protocols for the ER.
- Final report with documentation of the review process and updated protocols.

5. Qualifications:
- Extensive experience in emergency medicine, preferably with experience in protocol development.
- At least 5-8 years of experience in trauma care, emergency medicine at the hospital level and ER.
- Proven experience in reviewing and developing healthcare protocols.
- Familiarity with the healthcare context in the West Bank, Palestine.
- Strong analytical, communication, and facilitation skills.
- Good experience in reporting.
- Good command of the English language both written and spoken.
- Committed and available to review materials and attend meetings according to the established timeline.
6. Duration:
The consultancy is expected to take place over a period of 6 from the date of contract signing.

8. Ethical Considerations
