MEAL Specialist - Consultant
Background
Turquoise Mountain is a non-profit, non-governmental organisation established in 2006 to revive traditional crafts, historic areas and to provide jobs, skills and opportunity through cultural heritage projects. By blending heritage buildings, education and enterprise, Turquoise Mountain has created sustainable heritage places and livelihoods that support the revival of artisan industries. Turquoise Mountain now works in Afghanistan, Myanmar, Saudi Arabia, and the Levant. Since 2006, Turquoise Mountain has restored over 150 historic buildings, created employment for thousands of artisans and builders, built over 50 small businesses, and supported and generated over $17 million in sales of traditional crafts to domestic and international markets.
Context
Turquoise Mountain Levant works across the region to deliver sustainable heritage-led regeneration for communities and connect hundreds of artisans to new and sustainable markets. This is an exciting time for the organisation, as we are growing our operation, and opening a new home for Turquoise Mountain in Bethlehem to collaborate with Palestinian artisans, connect them to international markets, and open up new livelihoods in the craft sector.
This Role
The Monitoring, Evaluation, Accountability and Learning (“MEAL”) Specialist will lead the development of a Logical Framework and MEL matrix for Turquoise Mountain’s new Cultural and Creative Industries (“CCI”) programme, in alignment with our Country Office and Global MEAL plans, as well as our donor’s objectives and requirements.
In addition, the MEAL Specialist will then oversee the implementation of this matrix and our country-office plan in conjunction with the project teams, coordinating the collection of data and ensuring the effective use of the information. The MEAL Specialist will design and implement data collection systems (surveys, interviews, focus groups), keep up-to-date records and documentation, and ensure data is analysed and shared with relevant teams. The MEAL Specialist will work with the Global MEAL Manager to contribute data to our global monitoring.
Deliverables
· Development of a Logical Framework and MEL matrix for our CCI project, to be submitted, reviewed and approved by our donor.
· In coordination with the Director and Programme Managers, ensure the effective implementation of our country-programme and CCI matrix.
· Ensure that each team has appropriate tools and processes in place to monitor project/programme activities in line with donor requirements and the MEL matrices.
· As needed, carry out spot checks to verify data, including quality assurance visits, focus groups and 1-1 interviews.
· Create a sustainable cycle of information and data to ensure monitoring data is collected and stored in an efficient and accessible way and shared regularly with implementing teams.
· Analyse data on a regular basis and ensure that analysis is shared and reviewed by Senior Management; Take forward recommendations from Senior Management and support implementing teams to improve programming on this basis.
· Strengthen the capacity of relevant teams in MEL approaches.
· Collaborate closely with the Global MEAL Manager on global indicator tracking related to Palestine.

Qualifications:
· At least 5-years’ experience in MEAL.
· Fluent in Arabic and English
· Good skills in Microsoft Office
· Good skills in designing and coding surveys using XML (Desirable)
Contract Duration:
- Ongoing consultancy contract of 1-day per week for 12-months, with the possibility of an extension for a further 12-months based on performance.
- Additional 10 days contract for the development of the Logical Framework and MEL Matrix for Turquoise Mountain’s new CCI programme, to be submitted to and reviewed by our donor.
