REQUEST FOR EXPRESSION OF INTEREST
Individual Consultants (Trainers)
SSA-LGI-13-002 For the Delivery of Specialized Training for Newly Elected Mayors and their Deputies in the West Bank
CHF International (CHF) was awarded a cooperative agreement by USAID to implement the Local Government and Infrastructure (LGI) Program CA # 294-A-00-10-00211-00 in September, 2010. The goal of the program is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank and Gaza. LGI program will also focus on strengthening local government capacity to respond effectively and efficiently to community needs by promoting and institutionalizing good democratic governance practices, through designing and implementing capacity building, institutional development and skills enhancement support packages to a number of targeted LGUs, and to enhance the capacity of the Ministry of Local Government (MoLG) to assume its regulatory, policy development, sector strategic planning, and guidance and monitoring roles.
LGI Program and in partnership with the MoLG is aiming to use the services of individual Consultants/Trainers to deliver a professional skills improvement training for the newly elected Mayors and their deputies in the West Bank in the following fields:
-Administrative issues
-Financial issues
-Legal issues
-Technical issues
The training will take place following the Municipal Elections that is planned to be held on October 20, 2012. This need stems from the fact that most newly elected bodies generally come from different practical and academic backgrounds, while the intended training is to establish a fast connection with the local government sector and its context.
A tailored training program was designed to be ready for use once the elections are held. This tailored program was designed under previous CHF program funded by the USAID. A Separate training material is available for each of the above mentioned fields, while the trainers duty will be to Aquent themselves with the material and deliver the training courses.
It is anticipated that the training will be delivered by mid-November 2012. Qualifications required:
-At lease M.A degree in the requested field as follows:
-Administrative Training: Degree in Public Administration / Business Administration or related field
-Financial Training: Degree in Accounting or related field
-Technical Training: Degree in Engineering or related field
-Legal Training: Degree in Law
-At least 7 years of relevant professional experience as a trainer;
-Knowledgeable of Local Governance Sector with special emphasis on Local Government Units Affairs.
-Proven record of delivering at least Straining courses within the requested field of knowledge
-Ability to communicate with different educational backgrounds and ages.
-Ability to move within the west bank
Eligible and interested Individual Consultants are invited to indicate their interest in one of the above fields (one submission for each field), through the submission of their C.V's, covering letter, and three references with contact information (other than CHF), no later than October 22, 2012 at 12:00 pm.
