SCI is seeking a consultant to conduct an analysis of the organizational structure and institutional capacity of the Commission of Detainees and Ex-detainees (CDED), Ministry of Social Affairs (MoSA), Ministry of Education and Higher Education (MoEHE) and Ministry of Labour (MoL) in the matter of ex-detainees children reintegration, clearly identifying the capacity building gaps (in the areas of technical knowledge, management structure and operational procedures) both within each ministry and in terms of inter-ministerial coordination. The study needs to provide a solid foundation upon which the project will develop a set of training programmes tailored to the identified needs of each Ministry, with the final aim to establish a referral mechanism that can ensure timely and effective access of the ex-detainees children to reintegration services.
