REQUEST FOR EXPRESSION OF INTEREST

Individual Consultant (IC) Services

Active Citizenry Activity (ACA) – Funded by USAID

 The Active Citizenry Activity (ACA) is a five-year project implemented by Global Communities and funded by the United States Agency for International Development (USAID). ACA aims to increase citizens’ participation and support the efforts of Palestinian civil society to advocate for positive changes and to improve overall living conditions for Palestinians. ACA supports citizens, the civil society sector, independent media organizations, professional organizations, unions, and other relevant stakeholders operating in the West Bank (including East Jerusalem) and Gaza to become more active in public decision making and advocacy for citizens’ rights and demands.

1. GC/ACA invites eligible senior and mid-level individual consultants (ICs) to indicate their interest in providing services related to “provision of institutional capacity enhancement support to partner civil society organizations (CSOs) and community-based organizations (CBOs), under one or more of the following technical areas:

(a) Governance

(b) Strategic Planning

(c) Human Talent

(d) Resource Development

(e) Management, Administration and Finance

(f) Monitoring, Evaluation, Accountability, and Learning (MEAL)

More details on the above technical areas and scope of work are presented in the “Request for Expression of Interest - RFEOI documents.

2. Interested ICs can express interest in one or more of the above indicated technical areas. Selected ICs will be those with the most appropriate qualifications.
3. The selected ICs will be contracted using a Basic Order Agreement (BOA) and may receive Task Orders (TOs) with the agreement based on the ACA partners’ needs.

4. Qualifications Requirements:

• University degree in relevant academic field.
• Five (5) years or more of relevant experience.
• Proven experience and a record of successfully completed similar assignments.
• Eligibility per USAID requirements.
• IC should be available in the West Bank, East Jerusalem, or Gaza.
• Demonstrated skills such as training, coaching, and/or facilitating are part of selection criteria.
• Language: Arabic but English language skills are a plus.

6. Expression of interests (EOIs) should be submitted to the address below, including details of qualifications, CV, cover letter, and other supporting documents, using the standard forms.
