Contingency Plan Consultant
Contract Duration: 3 Months

 

 

The USAID Gaza 2020: Health Matters project is designed to improve emergency preparedness and response (EPR), and to improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community-based organizations (CBO) in Gaza and the West Bank. International Medical Corps (IMC) and its partners, Cooperative for Assistance and Relief Everywhere, Inc. (CARE), Juzoor for Health and Social Development (Juzoor), and Mercy Corps, (the Consortium) bring together various components necessary to create a holistic system that is gender sensitive and responsive to crisis and to the needs of residents of Gaza and West Bank, including vulnerable populations.

JOB SUMMARY

The Contingency Plan Consultant will develop the GHMP Contingency Plan based on the existing program materials. The Consultant will work closely with respective staff within IMC EPR Department as well as will be expected to utilize emergency response capacity and expertise of the Consortium partners to ensure systematic reflection of the needed activities and systems that will need to be part of the Emergency response under Gaza 2020: Health Matters. He/she will be responsible for producing final framework document as well as aggregating and systematizing all resources to conduct and finalize the process.


Scope of Work:

ESSENTIAL RESPONSIBILITIES:

The Contingency Plan will include specific sections for each of the four Disaster Cycle Management (DCM) Phases (Mitigation, Preparedness, Response and Recovery) as follows:

-Mitigation (Identify hazards and describe mitigation measures to reduce, but not eliminate, the potential impact of a risk on the GHMP)
-Preparedness (describe all required activities including the assessment, planning, equipping and organizing, training plans and improvement plans)
-Response (describe in detail how the emergency response players implement their roles and responsibilities in time of emergency)
-Recovery (describe recovery efforts through the GHMP coordination mechanism including the recovery plan, the cause of the emergency or disaster should be considered, and where possible, additional prevention/mitigation efforts included to reduce the impact of the hazard should it occur again)


Deliverables:

-Action plan for developing the required tasks (Gantt chart of max 3 pages)
-A comprehensive GHMP Contingency Plan including the four DCM phases and Response plans of partners, covering the Consortium Partners and GHMP Partners’ health facilities.
-End of task report including summary of the efforts, coordination and tasks completed in accordance to plan.

Qualifications:

-Higher degree in health or relevant field
-Previous experience in developing and writing official documents such as contingency plans, emergency response plans, guidelines, donor reports, proposals, etc. in English
-Previous experience in the design and development of contingency planning with national or international organizations within a volatile security context preferred
-Experience with emergency response activities, methodology & tools preferred
-Previous experience working as a technical expert in crisis response, emergency preparedness, or related field preferred

Skills:


-Strong understanding of humanitarian principles and dynamics of emergencies and humanitarian response.
-Fluency in written and spoken English required
-Ability to work in a fast-paced environment with different teams, requiring flexibility and positive attitude
