Title:    Contract and Grants Assistant
Reports to:    Procurement, Grants & Finance Managers
Supervision of:    N/A
Location:    Ramallah

BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES

Working in close coordination with operations and technical staff, and under the direction Procurement, Grants and Finance Managers, the Assistant will be responsible for supporting all related activities. This position is based in the Communities Thrive Office in Ramallah.

MAIN RESPONSIBILITIES AND TASKS:

-    Assist in preparing and maintaining hard and soft copy files for all procurement and grant actions.
-    Assist with submissions of the sub award report to USAID.
-    Assist in drafting contract agreements and grant documents as needed. 
-    Support request for proposals (RFP)s and request for quotations (RFQ)s.
-    Coordinate with technical and operations staff in developing scopes of work and bid documents for procurement of goods and services. 
-    Participates in technical and pricing evaluation review panels grant review and evaluation committees. 
-    Assist in the overall management and inventory tracking for project property, including its allocation to staff, grantees, safekeeping and program implementation.
-    Assisting in the closing of monthly accounts and preparing financial statements for submission to the Headquarters.
-    Support bookkeeping of accounting transactions, e. g., payroll, grant reimbursement requests, final payments, travel claims, etc., to ensure accuracy of disbursements and adherence to procedures
-    Keeping up-to-date on documents/reports/guidelines/audit files.
-    Assist in preparation of funds requests, expenditure reports, and other financial documents.
-    Performing other duties requested.


QUALIFICATIONS: (REQUIREMENTS)

EDUCATION:    Bachelor’s Degree in a relevant field, such as finance, accounting business administration, or related discipline/s.

WORK EXPERIENCE:    Minimum of 4 years’ relevant professional experience, with at least 2 years of experience in an equivalent position; Experience on USAID-funded projects is highly preferred.

SKILLS:    Strong communication and interpersonal skills and ability to work with all levels and functions within the company.  Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. Must also be able to foster supportive working relationship among all staff; Strong computer skills including proficiency in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word.

LANGUAGES:    Fluent in Arabic, excellent English speaking and writing skills.

GENERAL:    Highly organized individual able to pay close attention to detail.
    Ability to work as a member of a team of professionals in a fast-paced and challenging environment.
