Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for several position on the USAID funded Communities Thrive Program. This project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. Reports to:Director of Administration and Finance
Supervision of:    Contracts and Grants Assistant
Location:Tetra Tech Communities Thrive Ramallah Office

BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES

Assist the Director of Administration and Finance in overall management of a transparent, effective and efficient subcontracts and grants management process in support of Communities Thrive operations. The Employee will carry out the following duties:

MAIN RESPONSIBILITIES AND TASKS:

Contracts Management:

-Thoroughly familiarizes her/himself with detailed Home-Office-Approved systems and procedures for management of local subcontracts and grants, including preparation of templates and other compliance-related documents related to the solicitation, including setting priorities for the on-time completion of these contracts.
-Responsible for implementing all delegated subcontracts and grants-related duties to ensure timely delivery of contracts and grants support services to the program.
-Provides strategic management and oversight of the sub-contracts portfolio for Communities Thrive
-Builds the capacity of Communities Thrive staff to ensure their ability to undertake subcontracts and grants related activities, while establishing and/or improving efficacy of administrative systems.  As needed, designs corresponding training program to complete this task in consultation with the Director.
-Assists in improving a Contracts processing system in coordination with the Contracts and Grants Assistant that will support the ongoing compliance systems such as:
-Document retention, hard copy and electronic filing systems;
-Ensure approval chain (Home Office, COP / DCOP, USAID)
-RFPs and RFAs and Advertising, Bid Submittals and Openings, Source Evaluations
-Provides training to project staff in the areas of local subcontracting and grants, USAID, and Tetra Tech contracting and grants requirements and regulations.
-Coordinates with technical staff and regional offices to conduct technical and pricing evaluation review panels.
-Prepares the evaluation summary report for execution by panel members, reviews, and recommends approval of subcontracts, participates in contract negotiations, drafts the subcontract, and supervises the administration and monitoring of subcontracts.
-Drafts contract agreements and other compliance-related documents as needed, ensuring that all documents are in compliance with USAID regulations, Federal Acquisition Regulations (FAR) requirements, and Tetra Tech home office procedures.
-Works closely with Communities Thrive technical and finance staff to make sure technical and financial attachments to all agreements are clear, concise and complete in order to ensure effective and efficient subcontract development.
-In coordination with the Monitoring and Evaluation Department, ensures that contractors are providing required M&E data to program teams and the M&E unit.
-Performs other duties as assigned to support program objectives.
-Manage the provision of technical support to improve municipal service delivery, financial management, participatory development, and implementation of national level priorities and guidelines in the assigned region.
-In coordination with other colleagues, represent and manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners;

Grants Management:

-Manage the development, implementation, evaluation and close-out of the grants program.
-Arrange, together with technical departments, the technical assistance and training for potential grant applicants that may become eligible partners in the implementation of the Communities Thrive Program.
-Maintain strong program monitoring, data gathering, compiling and filing systems for the grants program.
-Work closely with project components and the M&E department to ensure that data collection and reporting by grantees is in accordance with grant agreement requirements and the AMEP.
-Support building strong and positive working relationships with local implementing partners, beneficiaries, and related organizations as related to the grants program.
-Manage all grants processes in accordance with the USAID approved Grants Manual.
-Familiarize and become the Communities THRIVE project expert on the USAID Grants Manual, training the Contracts and Grants Assistant and local implementing partners on various relevant areas of the manual. 
-Provide guidance on the grants making process, including past performance review, and pre-award survey (as required).
-Manage the technical evaluation process and cost evaluation, while performing the subsequent negotiation processes to arrive at acceptable grant agreements with selected applicants.
-Ensure that all grant program procedures are in compliance with Automated Directives System (ADS) Chapter 303 and all USAID guidelines for all required documentation, certifications, and forms in grant awards.
-Other related tasks as requested.


QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:   
Bachelor’s Degree in a relevant field, such as business administration, finance, or other related discipline.

WORK EXPERIENCE:   
Minimum 7 years’ relevant professional experience with at least 3 years’ experience playing a leadership role in managing donor-funded grants and sub-contracts;
Strong familiarity with USAID rules and regulations with regards to grant design, administration, and evaluation;
Experience on USAID-funded projects is highly preferred.

SKILLS:   
Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
Experience collaborating with Palestinian consulting companies, CSOs, and NGOs;
Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information;
Must also be able to foster supportive working relationship among all staff;
Strong computer skills.
Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;

LANGUAGES:   
Fluent in Arabic, excellent English speaking and writing skills.

GENERAL:   
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.    
Willingness and ability to travel, including to remote locations.
