Coordinator for Local hospitals
The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a grant from the International Development Association (IDA) toward the cost of the Health System Resiliency Strengthening Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.
The consulting services (“the Services”) include the selection of a qualified and experienced Coordinator for Local hospitals to work with the Services Purchasing Unit (SPU). The Coordinator will be responsible of all coordination necessary regarding the treatment of the patient referred to Local service providers. Coordinate and manage the referral applications that the SPU receives from the Regional Referral Committees and reviewed by medical reviewers and approved to be treated in one of the Local contracted hospitals. Responsibility includes the correct assigning of diagnosis and procedure codes, coordinate with facility to refer the patient and revision of all invoices from Local health facilities against the referral authorization. More specifically, the Coordinator is expected to perform the following tasks:
- Review all the medical referrals that are transferred to him/her and give the correct medical diagnosis code (DRG) and complete the necessary approvals within the SPU in coordination with the Local service providers.
- Compilation of information and documents concerning the patient, whether medical or administrative, in order to prepare a file for the patient depending on the procedures followed.
- Follow up on all necessary internal coordination at the SPU to complete the referral process based on the decisions of the referral committees and medical reviewers.
- Enter information to the E-referral system for any new referred cases or follow up cases and inform referral facilities and follow up with them regarding each referral.
- Assist medical reviewers to select the appropriate service provider based on the nature of the case and MOU signed with service providers to ensure the provision of services to the patient with the best quality and price.
- Follow up the information received from the service providers either through the electronic page or through e-mail.
- Prepare periodic reports on referred cases to Local hospitals and update the SPU director and team.
- Follow up with referral service providers on the provision of medical documents and reports, in addition to financial invoices for each referral.
- Provide necessary coordination for the transfer of patients who have completed their treatment or are not approved to complete their treatment with service providers.
- Prepare patient files for the referral committee meetings and attend the committee in person (if necessary) to answer any arising questions.
- Perform visits to referral hospitals (if needed).
The Ministry of Health invites eligible qualified candidates to provide information indicating their qualifications, experience and appropriate skills to perform the services. The main qualifications required are as follows:

Minimum Qualifications: First degree in medical, nursing, pharmacy or public health field. Business administration degree or a degree in computer skills with experience in health related field can be considered.
Maximum Qualifications: Master’s Degree in Health Management
Practical Experience: One to two years of experience in managing medical transfers or medical files or health insurance (Case Management).
Other basic knowledge, capacities and skills:
- Strong oral and written communication skills in Arabic and English. Hebrew language is a plus.
- Knowledge of referral guidelines and processes related to service purchase unit systems.
- Proficiency in using computer and electronic databases and willingness to work on E- referral system.
- Ability to assess medical records and documentation for completeness and accuracy.
- Strong organizational skills and ability to manage large work volumes in a timely manner.
- Ability to collaborate with and support other team members.
- Ability to work effectively under pressure and meet performance expectations.
- Excellent skills of observation, deduction and induction.
The contract will be a Time-Based contract for a period of Seven months to be renewed based on the performance evaluation and availability of fund.
