International Medical Corps is working to relieve the suffering of those impacted by war, natural disaster and disease by delivering vital health care services that focus on training, helping devastated populations return to self-reliance. IMC has been working in Gaza since 2009 and is currently implementing a project to support health service provision in partnership with local NGOs.

International Medical corps is currently looking for: COVID Response Officer (1).

Capacity: Full Time Contract 

Desired Start Date: 15. January, 2022

End date: 30. September,2022 (with the potential for extension depending on available funding)

Location: Gaza City.

Reports to Technical Coordinator   

Main Responsibilities:

Under the Technical Coordinator, the COVID-19 Response Officer will manage, oversight and advise on the implementation of International Medical Corps (IMC) COVID -19 RCCE interventions project in Gaza through planning, supervision, technical monitoring, coaching and mentoring IMC Risk Communication and Community Engagement (RCCE) activities Implementing partners (CBOs) in Gaza in close coordination with IMC program and support departments and other relevant stakeholders.

Supervision

  • Ensure timely delivery of IMC COVID 19 project components according to proposed activities and available funds.
  • Set standards for community outreach RCCE interventions in accordance with global /national standards best practices and assure quality programming related to implementation of community outreach interventions.
  • Develop community outreach activities monitoring tools, avail standard operating procedures and guidelines for Implementing partners community outreach teams to ensure quality services delivery.
  • Ensure that community outreach workers through responsible implementing partners/CBOs contribute to IMC’s program objectives.
  • Provide support to ensure that all supported community outreach workers are equipped and maintained according to IMC requirements, services packages and best practices and in line with WHO /MOH minimum standards.
  • Conduct regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and verification, supplies and equipment.
  • Organize community and stakeholders meeting to understand communities view, opinion and concerns on IMC COVID 19 RCCE activities / interventions.

Representation

  • Represent and actively participate in coordination meetings and other relevant meetings in behalf of IMC, with Community based organizations (CBOs), Community health clinical teams (CHT), Community outreach teams, community leaders, other NGOs, health partners and RCCE coordination meetings.
  • Provide documented feedback to his/her supervisor on meetings attended.

Reporting

  • Ensure that data collected through the implementing partners/CBOs are in line with IMC’s internal MEAL system as well as comply with donor expectations.
  • Consolidate and summarize field reports using data collected, providing relevant analysis and interpretation on morbidity trends.
  • Prepare relevant activity reports including training, supervisory and site visit reports
  • Monitor and analyze COVID 19 and vaccination data to flag possible surge in the epidemic or identify gaps in the vaccination coverage.
  • Review implementing partners report and provide feedbacks and contribute to monthly, quarterly, and final internal and donor reports.

Technical Oversight

  • Ensure that RCCE activities undertaken by all supported community outreach teams /CBOs are in accordance with IMC, MOH, WHO and donor standards and guidelines.
  • Ensure RCCE strategies developed by the RCCE consultant are used by the implementing partner CBOs in collaboration with program team and senior management.
  • Support the MEAL and program teams in rapid assessments, data quality assurance, analysis and interpretation of data, disease surveillance, emergency preparedness, outbreak response and other relevant subjects related to program management.
  • Advise /support CBOs and Community outreach teams to undertake ongoing assessments of population needs and adapt the program interventions accordingly.
  • Train community outreach teams on IMC RCCE strategies and activities, data collection and monitoring tools in collaboration with RCCE consultant and MEAL department.
  • Lead and support field team to design/ develop /adapt RCCE Information, Education communication (IEC) tools for use by the community Outreach team.
  • Review the curriculum and ensure the quality of training provided to the community outreach teams
  • Update RCCE activities procurement plan, work plan, HR plan, ITT and training plan
  • Support CBOs and advise on organizing campaigns, events.
  • Provide technical guidance, advise to the CBOs community outreach teams related to the RCCE activities.

Coordination

  • Ensure/support mapping of partners and COVID 19 related services in IMC operation locations and establish network and client referral system with other partners.
  • Coordinate activities with IMC program and support departments to ensure integrated implementation of services.
  • Convene regular coordination meeting with CBOs focal person / community outreach works and community leaders assess progress and guide on the implementation RCCE health activities.
  • Facilitate donors’ visits in relation to the RCCE activities.

Training

  • In collaboration with the CBOs and IMC program team determine community outreach teams and community leaders training needs and develop training plan in collaboration with Training facilitator and supervisors.
  • Support /train CBOs focal person, community leaders and community outreach workers based on the assessed need in collaboration with training facilitators and supervisors.
  • Evaluate the impact of provided training on the health care delivery.

Program Development

  • Participate to the Development of concept notes for possible activities relevant to the current priority interventions.
  • Actively provide inputs in the development of program proposals.
  • Review project proposal materials and develop a detailed implementation and adapt program to changing context as needed with coordination with relevant staffs and supervisor.

Other Duties

  • Undertake any other duty deemed necessary for the fulfillment of program objectives as discussed with supervisor.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Adhere to IMC Code of Conduct and internationally accepted humanitarian principles.
  • Follow all IMC rules and regulation including security clearances before travel.

   Compliance 

  • Ensure compliance with IMC policies and procedures, donor regulations and local laws.
  • Stick to IMC Standards and Regulations.

    Working Relationships

  • Proactively engage with supervisor, and key staff.
  • Proactively engage on a regular basis with supervisors/Line Managers, to seek advice where needed.

     Representation

  • Represent IMC in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values, and standpoint regarding other actors

    Security

  • Ensure the application of, and compliance with, IMC security protocols and policies of you.

متطلبات الوظيفة

Qualifications and Skills:

  • Master / BSC in Public heath, medical doctor, nursing, sociology, education, psychology or in any other relevant field with at least 2 years’ experience for master and 6 years work experience for BSC in leading community-based interventions.
  • Previous working experience in humanitarian setting preferably in coordinating, managing or supervising community-based projects (International NGOs).
  • Excellent analytic and interpretation skill of data to track performance against program indicators.
  • Excellent planning, communication, facilitation, and organization skills.
  • Excellent interpersonal skill and ability to work effectively with various personalities and cultures
  • Proficiency in Arabic and English language.
  • Ability to work under pressure and willing to be on call when the need arises.
  • Good command in MS office applications - word, excel, PowerPoint and other communication apps.
