On behalf of the German Government and through the special instrument “Transitional Development Assistance”, GIZ is implementing the “Improving Participation and Social Cohesion” Project since beginning of October 2023 as a follow-on measure to the TDA EJ-Project. The objective of the project is to improve the economic and social participation of women, young people, and other marginalised groups in a gender-responsive, inclusive and context- and conflict-sensitive manner. To achieve this goal, the IPSC project implements activities together with local civil society organizations in the following components: 1) improvement of target groups’ employability; 2) improvement of social participation of target groups; 3) strengthening capacities of civil society organizations and non-state service providers.
In order to support the IPSC Project, we are looking for a full-time (100%)
“Crisis, Conflict, Disaster Advisor”
Tasks and Functions include but are not limited to:
- Coordinate with the team and partners to provide professional advisory services to and cooperate with a broad range of target groups in the area of (S)GBV, inclusion, youth, safe spaces and inclusion.
- Technical Support to partners in component 1-3
- Conducts needs analyses with partner organizations and plans measures in cooperation with partner organizations and contracted service providers.
- Design, organize and implement workshops and sector specific trainings measures for partner organizations.
- Conduct regular field visits together with partner organizations during implementation as well as for on-site monitoring and evaluation purposes.
- Contract Management for implementing partners (budgeting, reporting, M&E etc.)
- Communication and networking: follow up on media coverage with regards to context monitoring, BCM.

Required qualifications, competences, and experience.
- Advanced university degree (master’s degree or equivalent) in Social Science, International Relations, Development Studies, or a related field.
- At least 5 years experiences in a comparable position
- Sound technical understanding of Transitional Development Assistance
- Fluency in Arabic and English (speaking, writing and reading), Hebrew knowledge is an asset as well as ability to travel within the Palestinian Territories and to Jerusalem (Category B Israeli driving license essential)
- Experience in designing, organizing, and conducting workshops and training measures for different target groups.
- Excellent knowledge of at least two of the following topics: (S)GBV, youth work, gender, and inclusion.
- A flexible personality with patience and ambiguity tolerance
Assignment: Starting 01st July 2024; contract until 30th September 2026
