PREMIERE-URGENCE INTERNATIONALE (PUI) is an international, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity.

Since 2017, PUI is part of a partnership of 3 INGOs working to alleviate poverty of most affected people, on economic empowerment of vulnerable rural women through IGAs, protection of children and support to affected small-scale farmers by the ARA in the Gaza Strip. Each agency contributes in a different way towards the partnership integrated protection approach. The partnership generates a lot of information either collectively and at agency level. Such information can be policy papers, assessments, reports, fact sheets, GIS maps, databases, statistics, etc.


The Data Analyst is a newly created position within PUI and will serve all 3 partnership partners in an equal manner.

The DA will work under the supervision of PUI’s Gaza Strip Senior Field Coordinator for line management and under the Humanitarian Partnership Coordinator (HPC) for technical management. The latter will relay requests (notably from the Protection cluster) by other working groups for technical support from DA.


Tasks and responsibilities:

- Ensuring that an efficient Information Management System (IMS) is in place and properly running at partnership level, which allows for further processing and analysis of data,
- Working with each key group of the Partnership (AWG, PMU, IME and PSC) to identify, extract and formalize the information they need from the existing data
- Contributing to the Partnership strategic thinking notably by substantiating relevant information in close collaboration with Humanitarian Partnership Coordinator
- Engaging with external stakeholders generating data such as OCHA, Protection Cluster, ARA core working group, etc.
-Supporting partners willing to produce analytical maps/reports for advocacy and representation purpose (i.e. not maps related directly to interventions such as fact sheet or community profiling)
-Coordinating closely with the work of the Information and M&E unit of the Partnership


Two main expected achievements:

 

-A comprehensive IMS architecture is managed, information gathered from partnership partners are up to date and a system generating automatic and consolidated (all components) data analysis on a regular basis is in place
-The DA and partners work together to produce formalized and systematized data analysis as per partners’ for programming as well as advocacy purpose. (i.e. ARA-related threats as spraying chemical substances, destruction of property, Child protection issues, etc.)

 

Required knowledge and skills

-        Degree in social and human sciences and background in statistics. Research methods and techniques appreciated.
-        Minimum of 3 years of working experience in data management, data analysis, mapping & Information Management System.
-        Data processing and analysis: Data mining. Data cleaning and munging. Data visualization and reporting techniques
-        Strong and proven capacity in diplomatically working among an integrated multi-cultural project team
-        Strong knowledge of the political and humanitarian context in the oPt
-        Ability to influence and liaise effectively with key stakeholders, local authorities.
-        Ability to work independently and as a collaborative team member.
-        Ability to independently organize work and prioritize tasks.
-        Excellent command in writing and speaking English & Arabic
-        Professionalism, presentation, communication and networking skills.
-        Ability to work under pressure.
-        Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies.
-        Ability to write reports and follow-up execution of projects’ activities.
-        Self-motivated, diplomat, honest, highly responsible, and punctual.
-        Computer skills, in particular pack MS Office, database design, graphic design.
