Global Communities is seeking a Data Analyst for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise.
Position Summary:
The Data Analyst will work closely with the Senior MEL Specialist, MEL/CLA Officers and other Technical leads to produce and advise on data analytics and information management to support project implementation and data-driven decision making. Responsibilities:
- Data Collection and Management: Collaborate with the MEL Senior Specialist and MEL/CLA Officers to design and implement data collection systems and strategies to ensure accurate and timely data gathering in accordance with the project MEL plan and other project data needs.
- Data Analysis: Analyze quantitative and qualitative data to identify trends, patterns, and insights that inform ILEED decisions and strategies. Includes:
- Analysis of specific subgroups (e.g. geography, gender, age)
- Analysis of outcomes over time (e.g. cohort analysis)
- Trends in performance measures over time
- Quality Assurance: Performs advanced data cleaning, including validation, and provides summaries on data quality and recommendations for improving data quality.
- Collaboration: Work closely with project teams, including the MEL team, to integrate data analysis into project planning and implementation. Prepare content for data reflection sessions to project leadership, partners and other stakeholders.
- Capacity Building: Train and support project staff and local partners in data analysis techniques, including accessing and using dashboards or other data sharing solutions.
- Dashboard Development: Develop and maintain data dashboards to facilitate information access and use with a user-focused mindset.
- Reporting: Prepare detailed and accessible analytical reports and visualizations to communicate findings to project stakeholders, including the ILEED team, donors, partners, and the Global Support Team (GST, head office).
- Compliance: Ensure data collection and analysis activities comply with USAID requirements, regarding the Development Information Solution (DIS) reporting system. Support the MEL/CLA Officers in meeting USAID Data Quality Assessment (DQA) requirements.
- Special Studies: Contributes to special studies and large surveys by developing and implementing data analysis plans. Participates in data dissemination efforts with a focus on interpretation and application of findings, under the guidance of the MEL Senior Specialist

Qualifications:
- Bachelor’s degree in a related discipline (statistics, information management, data science, econometrics), master’s degree a plus.
- At least 3 years of experience in Data Analytics, preferably for non-profit development or humanitarian organizations.
- Advanced proficiency in using CommCare (Dimagi) required OR demonstrated ability to use similar data collection and management platforms and capacity to adopt Global Communities’ enterprise software solutions required.
- Advanced proficiency in using PowerBI required OR demonstrated ability to use similar data visualization platforms and capacity to adopt Global Communities’ preferred data visualization solution required.
- Experience designing data collection tools, reporting results and facilitating data reflection and learning.
- Ability to produce high-quality data analytics under time constraints.
- Understanding of and demonstrated ability to follow data security and data privacy policies.
- Knowledge/experience with USAID M&E rules and requirements a plus.
- Familiarity statistical software packages (STATA, SPSS) a plus.
- Experience in humanitarian / emergency response a plus.
- A strong attention to detail to ensure the highest levels of data accuracy and quality
- Languages: Full Professional Proficiency in spoken and written English and Arabic.
