PROJECT BACKGROUND
USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Position Purpose
The Data Analyst is a member of the MEL and Communications team and is responsible for extracting meaningful information, producing reports and dashboards according to relevant deadlines, and providing training and support to ALG colleagues.
Key Duties & Responsibilities
- Conduct frequent data research and analysis for the ALG project based on the demands and needs of the project, counterparts, and USAID.
- Support the development and production of quarterly and annual dashboards and data reports, using Power BI, Excel, and other tool-based approaches, for dissemination across the project and within the USAID ecosystem.
- Work with ALG staff to map out and improve project data flows.
- Use ALG generated data to help inform the Activity's reporting and decision making for programmatic implementation, especially for work planning.
- Implement and oversee data quality checks to ensure accuracy and consistency of data collected.
- Develop and maintain data validation processes to identify and correct errors.
- Perform advanced statistical analyses and predictive modeling to support project objectives.
- Utilize machine learning techniques where applicable to enhance data insights.
- Integrate data from various sources to create comprehensive datasets for analysis.
- Ensure seamless data flow between different systems and databases.
- Conduct training sessions and workshops for ALG staff on data analysis tools and techniques.
- Develop user-friendly guides and manuals for data-related processes.
- Create interactive and dynamic dashboards using Power BI and other visualization tools.
- Develop custom reports tailored to the needs of different stakeholders, including USAID, and collaborate with other team members and units to understand their data needs and provide analytical support.
- Prepare and communicate complex data findings in a clear and concise manner to non-technical stakeholders.
- Other tasks as assigned.
Qualifications
- Bachelor’s degree preferred, or equivalent number of years of professional experience.
- Data analysis experience, preferably with international donor-funded organization, and for a candidate with a master’s 6 years of professional work experience is required; for a candidate with a bachelor’s 8 years of relevant technical experience is required.
- Proven successful track record of working with organizational data management systems and applying data analysis/statistical techniques to data (ideally within an international development context).
- Practical experience of good data quality and data cleaning practices to prepare data sets for use in analytics software.
- Experience of capacity building and supporting staff in different contexts to deliver organizational data collection according to relevant deadlines.
- Practical experience with data collection, reporting and visualization.
- Experience of digital transformation, implementing new software/tools/working practices within an organization.
- Proficiency in the use of Power BI is required; Tableau or other data visualization software would be an asset.
- Experience using Power Query for extraction, transformation, loading and connecting data from different data sources.
- Able to work with multiple stakeholders and ensure differing concerns and priorities are effectively managed.
- Fluency in English and Arabic is required.
Reporting
The Data Analyst will report to the MEL and Communications Manager.
