Data analyst Assistant

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: CARE’s office in Gaza (Der Al-Balah) with 50% travel to project sites in Khan Younis and Der Al-Balah.

Length of Contract: 9 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: MEAL Manager

The Data Analyst Assistant will support the Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager in managing, analyzing, and interpreting data related to food distributions in Gaza. The role involves cleaning, processing, and visualizing data to ensure timely and accurate reporting for project decision-making. The assistant will work closely with field teams, MEAL staff, and project managers to support evidence-based programming and accountability to beneficiaries. To ensure coordination and consistency across the M&E unit, this position will cooperate closely with the MEAL and program staff.

Responsibilities:

Job Responsibility 1: Data Management & Processing. (25%)

  • Keeping up to date with best practice in Program Quality and Learning in order to enhance knowledge; providing advice and guidance to field staff as required.
  • Providing support to the MEAL Manager on the development of M&E tools, such as household registration, focus groups discussion, and the distribution of forms.
  • Working closely with FSL project manager to ensure data on project deliverables and achievements against the log frame is as accurate and up to date as possible, and managed according to agreed processes and standards, with support from the MEAL Manager where required.
  • Collect, clean, and organize food distribution data from various sources, including digital surveys (e.g., KOBO Toolbox), paper-based forms, and field reports.
  • Enter, validate, and verify data in relevant databases and spreadsheets to ensure consistency and accuracy.
  • Assist in database management and ensure secure storage and backup of project data.

Job Responsibility 2: Data Analysis & Reporting. (25%)

  • Conduct basic statistical analyses to identify trends, gaps, and key insights related to food distribution activities.
  • Generate data summaries, dashboards, and visualizations to support program monitoring and reporting.
  • Conducting regular M&E visits to field, collecting data and with the help of CARE staff, assisting with the preparation of monthly/quarterly and monthly reports to donor.
  • Support in drafting quantitative sections of reports, including Post-Distribution Monitoring (PDM) and project impact assessments.
  • Assist in preparing donor and internal reports by compiling relevant datasets and figures.

Job Responsibility 3: Data Quality Assurance. (25%)

  • Conduct monthly data quality checks, identify errors, and coordinate with field teams to correct inconsistencies.
  • Ensure that data collection tools and methods align with project objectives and MEAL frameworks.
  • Work with field enumerators/project team to enhance data accuracy through training and feedback mechanisms.
  • Provide technical support to field teams in using mobile data collection tools and troubleshooting technical issues.
  • Support training sessions for field staff and enumerators on data collection best practices and ethical considerations.

Job Responsibility 4: Accountability & Learning. (20%)

  • Contribute to the improvement of beneficiary feedback mechanisms by analyzing and presenting feedback trends.
  • Assist in documenting lessons learned and best practices for future food distribution interventions.
  • Ensure adherence to data protection and confidentiality principles when handling beneficiary information.
  • Maintaining an up-to-date M&E Database

OTHER RESPONSIBILITIES AS ASSIGNED  5% of time

Qualifications:

Required:

  • Bachelor’s degree in Statistics, Data Science, Computer Science, Economics, Social Sciences, or a related field.
  • Strong analytical and problem-solving skills.
  • Ability to summarize and visualize data effectively for decision-making and reporting.
  • Attention to detail and commitment to data accuracy.
  • Strong communication skills and ability to work collaboratively in a fast-paced environment.

Desired:

  • Experience working in emergency response, particularly in food security and nutrition programs.
  • Knowledge of GIS mapping and data visualization techniques.
  • Familiarity with qualitative data analysis and reporting.
  • Understanding of humanitarian data ethics and protection principles.

Experience/Technical Skills:

Required:

  • At least 1-2 years of experience in data management, analysis, or MEAL support in humanitarian programs, particularly in food security and nutrition projects.
  • Proficiency in Microsoft Excel (pivot tables, VLOOKUP, formulas) and experience with data analysis software (e.g., SPSS, STATA, Power BI, or Tableau).
  • Experience using digital data collection tools such as KOBO Toolbox, ODK, or CommCare.

Desired: Previous experience in monitoring and evaluation.
