Disaster Risk Reduction Specialist/Manager

Capacity: Full Time Contract
Duration: 10 months with the potential for extension depending on available funding
Location: Gaza City.

Scope of Work/Deliverable:
The Disaster Risk Reduction Specialist/Project Manager will be responsible for overseeing all aspects of day to day management and technical leadership with regard to the design and support of effective work plans. S/he will provide the main technical guidance and offer assistance where needed and appropriate. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.
Project Implementation
- Effectively implement project activities as outlines in the project documents by complementing existing capacities and providing oversight and support where needed;
- Facilitate decision making on activity execution, particularly related to planning, budget and implementation issues;
- Provide inputs to strategic planning, achievement of targets and required modifications to implementatio
- Provide technical oversight for all needs assessments.
- Provide ongoing technical and programmatic leadership and support to a diverse group of stakeholders, including local NGOs, community-based groups, and representatives of local community.
- Facilitate technical trainings and deliver technical presentations during events and other engagements; Conduct field visits to project sites for the provision of hands-on support and quality assurance; Ensure professional administrative and logistics support is given to the project activities
- Represent IMC at relevant cluster meetings, DRR technical sessions, project events, ceremonies and
functions;
Technical Support
- Provide technical inputs that support achieving the project objectives;
- Facilitate the development of systems of surveillance, monitoring and early warning on possible disaster
occurrences; - Assist with planning and development of emergency preparedness processes;
- Establish engagement and coordination protocols between targeted community organizations.
- Conduct research, consolidate, and analyze disaster and risk data from various assessments
- Develop local and community contingency plans, based on past disasters and potential new disasters;
- Provide technical support to design, organize and facilitate simulations, workshops, and other activities
- Oversee DRR staff and community DRR focal points and provide capacity building support internally and externally as needed and manage a diverse group of program support workers including specialist,
professionals, and locals. - Update on the status of DRR/Resilience in country programs and share updates with members of the
Technical Unit. - Monitor progress toward meeting objectives and make program design modifications as needed
- Ensure sustainability of interventions and support to institutionalize Disaster Management guidelines and policies at the level of the local communities and the CBOs targeted by the activity.
- Develop progress reports on project implementation highlighting activities, achievements and progress towards results, challenges and lessons learned .
Project Development
- Conceptualize and develop DRR programmatic and partnership strategies
- Orchestrate the initiation of strategies in collaboration with various stakeholders and partners;
- Provide extensive input and technical support to project proposals and program design
- Support human and financial resource mobilization efforts;
- Conduct research, assessments, and studies as needed in relation to proposal development
- Ensure that the DRR strategies and interventions are based on frameworks and approaches that are
consistent with or have considered national and international standards and guidelines; - Remain updated on disaster management and preparedness issues, knowledge and tools and global
initiatives, and incorporate such tools and initiatives where relevant to program - Support the review, consolidation and development of tools and guidance documents
- Support with the development of Preparedness, Emergency, and Technical Quality Minimum standards for DRR
- Review project reports and proposals with a component of early warning, emergency preparedness,
disaster management, risk reduction and/or resilience building. - DRR integration guidance and support to TU, Operations and Country Team colleagues
- Develop thematic technical briefs from evidence-based DRR and resilience practices
- Maintain internal advocacy and communications for the mainstreaming of DRR/resilience and development of project programming including promoting existing tools and resources.

Skills and Requirements:
- Advanced degree in a program-relevant field, and additional training in disaster risk reduction and/or emergency preparedness and response.
- At least 8 years of demonstrated experience in disaster management and emergency preparedness and in humanitarian response contexts
- Strong technical skills related to disaster risk reduction and emergency preparedness • Demonstrated experience in program development, implementation, monitoring and reporting.
- Demonstrated experience in working in the field of emergency preparedness at the community level
- Previous experience working with INGOs in similar capacity
- Experience with USAID-funded projects and familiarity with USAID reporting requirements and procedures.
- Strong communication skills, written and oral, as well as strong presentation skills.
- Strong commitment to team management approach
- Fluent in English, verbal and written.
- Ability to work within a team structure or independently, self-motivated, flexible, and can cope with stressful workload.
- Strong interpersonal skills and ability to work within different cultural environment.
