Background:
Under the guidance and direct supervision of the project manager, the Animal Production Specialist will work as with the poverty reduction team in achieving its objectives through sound technical advice, project formulation, and quality management in all livestock projects under DEEP.
The project that is implemented by UNDP/PAPP is seeking qualified candidates for Animal Production and Veterinary Specialist. The vacancy post will be part of the DEEP Project Management Office (PMO) based in Ramallah and under the direct supervision of Project Manager.

Description of Responsibilities:
Serves as the poverty reduction team technical lead in livestock area.
-Provide advisory and technical services to colleagues and programmes in Agricultural related issues mainly Animal Production (including poultry, small ruminants, and dairy cows) and Veterinary Services.
-Analyze and assess livestock sector within the local context of opts and drawing future road map for enhancing the programming under the livestock sector.
-Formulate market led monitorable business plans of animal production projects (including poultry, small ruminants, and dairy cows) whether as small income generating projects or large enterprises.
-Design sectorial capacity building initiatives in the livestock sector, and specialized capacity building programmes for implementing partners within the poverty reduction portfolio.
-Supervise projects under animal production and veterinary services, in addition to interacting with clients at implantation level.
-Reviews and processes all programme documents relating to animal production and veterinary services, coordinating across knowledge areas and project components with other team members.
-Provides advisory support in all phases of operations of Animal Production and Veterinary Services programmes, including programme formulation, problem solving on complex issues of implementation.
-Plays a key role in designing and implementing the quality management of Animal Production and Veterinary Services projects
-Advises on the concepts and alternatives of procurement in the livestock sector in addition to reviewing technical specifications of tender documents this sector.
-Carries out responsibilities for a variety of project tasks (e.g. participating as a full member of a multi-disciplinary team) and undertaking assignments of project preparation, appraisal, and supervision in field of Animal Production and Veterinary Services.
-Responds to ad hoc information requests from internal and external parties.
-Other related as request buy the supervisor.

Qualifications :
Education:
Bachelor degree in Veterinary Medicine.  With minimum of 6 Years of Substantive Experience in the livestock sector in both Animal Production (especially poultry, small ruminants, and dairy cows) and Veterinary Services

Experience:
-Has strong experience in providing strategic and policy advice in livestock to the Agriculture and rural development.
-Has broad and deep knowledge in planning, designing and monitoring of projects in this field with the participation of all stakeholders.
-Ability to advice on value chain (breeders/farmers, processing, packaging, business match-making etc) of livestock sector in the context of poverty reduction and sectorial programmes.
-Having strong experience of working on capacity building initiatives and development of livestock sector, and of working with rural communities
-Has Solid knowledge of local livestock market and experience of business environment (financing. regulatory, entrepreneurial skills etc) in the oPt.
-Has a demonstrated depth knowledge and experience of working on poverty reduction initiatives in livestock sector for diversified income generating activities
-Familiarity with UN System is an asset.

Language Requirements:
Proficiency in English is required.
