Background:
In its second phase (2012-2016), the DEEP will be executing an intervention involving 35 local regional and international implementing agencies, 12,000 Palestinian families, and 50 million USD worth of investments in the form of seed capital grants and revolving micro-finance funds. This will require the expansion and organization of the project team to function within a more controlled environment that ensures the application of good practice in results based management including the establishment and alignment of financial, planning, monitoring, and extension systems within the project implementation unit. Consequently, the program will require the hire a Monitoring and Evaluation Officer.
Under the general guidance of the Programme Manager and the direct supervision of the DEEP Grants Manager, the M&E officer will functioning monitoring and evaluation system in place and participates in the implementation of the project activities within project portfolios.
The Monitoring & Evaluation officer will lead the monitoring & Evaluation process for all programme components with the support of the project staff and works in close collaboration with the DEEP Grants Manager to develop monitoring and evaluation tolls and forms and to achieve the best implantation of the project and to achieve all of its Goals and Objectives, and will supervise the monitoring and evaluation team within Gaza and West Bank.
The DEEP which is implemented by UNDP/PAPP is seeking qualified candidates for the Monitoring & Evaluation Officer Position in Ramallah. The vacancy post will be part of the UNDP’s Project Management Office (PMO) based in Ramallah.
Description of Responsibilities:
Summary of key functions:
-Monitor and Evaluate(M&E) the interventions in line with the Program goals
-Manage and lead the Monitor and Evaluation (M&E) team in West Bank and Gaza
-Contribute in  knowledge sharing and knowledge Building

1-Monitor and Evaluate(M&E) the interventions in line with the Program goals
-Defining the success indicators
-Design and develop the questioner
-Select the representative sample based on the economic sector and geographic area
-Analyze the collected data by the SPSS
-Compile the results report
-Designing and developing an M&E system for DEEP; for this type of program (Pilot Program) needs continuous development for Logical frame, Tools and data collections methods.
-Quality Assurance and Quality Control
-Analyzing projects process and performance and recommend measures     to strengthen and improve the program results.
-ensure all the processes  and activities are adhering to program standards and requirements
-Conducting the field visits to partner organizations and their implemented intervention to ensure that the  beneficiaries are adhering to program standards, in addition to check the type and feasibility of the interventions if they are fitting up to the beneficiaries and program requirements.
-Compile reports on all issues that related to defect on the process, weaknesses, problems and failure interventions.
-Developing all necessary Terms of Reference and manage outsourcing of M & E activities as necessary
-Problem and Risk analysis
-Assessing and addressing the risks and problems;
-Conduct a study to the issue based on the cause and effects analysis
-Provide an available options and solutions based on the available opportunities, weaknesses and strengths of the program

 
2-Manage and lead the Monitor and Evaluation (M&E) team in West Bank and Gaza
-Work on the Team knowledge, skills and attitudes in the area of monitoring and evaluation
-Coach the team for better use of M&E system and tools
-Monitor the team activities, and give a appropriate feedback
-Working with and assisting the program’s web developer to develop the program’s database and  computerize the M&E system(Procedures, Forms and tools)
 
3-Contribute in  knowledge sharing and knowledge Building
-Designing and delivering  a training courses in Sustainable Livelihood Approach       and Feasibility Study
-Coaching partners forwards better utilization of methodology and tools.
-Write the first draft of lessons learnt report based on monitoring field visits
-Participating in developing the intervention catalog
-Conduct case studies to complement M&E data
-Organization of training for the operations/ projects staff on programme issues.
-Any other duties as assigned by the project manager to achieve project goals.
 
Impact of Results

The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the success implementation of the project sub-component to reach all project goals and objectives.

Qualifications :
Education:

Master’s Degree or equivalent in M&E, Business, Management, Economics, Developments or any related field.
 
Experience:
4 Years Experience in Related Work.
-Good experience in developing questioner
-Strong experience in Business startup and business development
-Strong experience in programme or project management.
-Good Experience in Systems development.
-Good experience in leading and technically supervise team.
-A good knowledge in Database development and management
-Good Time Management.
-Good Communication skills
-Ability to work under pressure

Language Requirements:
Fluency in the English and Arabic.
