Anera is announcing a vacancy for Deputy Chief of Party (DCOP), for an anticipated USAID-funded Basic Education Program. The Program aims to strengthen non-governmental education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential in the West Bank, Gaza and East Jerusalem.

The availability of this position is subject to the approval and funding of the donor. The partner in the Anera consortium may hire the DCOP.

Job Summary:

The DCOP will report to the COP and will provide management support for all aspects of the

project including, but not limited to, overseeing operations and finance, ensuring quality of work and achieving results, abiding by USAID rules and regulations, safeguarding project personnel and property, meeting reporting requirements and representing the project on behalf of the COP when required.

ESSENTIAL JOB FUNCTIONS:

MANAGEMENT/OVERSIGHT DUTIES:

  • Support the COP in overall management and implementation of program.
  • Supervise the planning, implementation and operations of the program in accordance with the strategies, USAID technical standards, and policies and regulations.
  • Manages technical inputs on project activities, supervise staff and ensure proper collaboration with partner project teams.
  • Represents the program in meetings, conferences and other events as needed.
  • Provides guidance to team, develop and budget work plans and track implementation plans to deliver results and meet cost-share requirements.
  • Provides key management/oversight support to ensure that program activities and operations are planned and executed with quality, accountability, and measurable impact and on time.
  • Backstops the COP and provide guidance to staff and partners on donor requirements, contracts and financial compliance, design issues, contracting issues, troubleshooting implementation and administrative challenges, and day-to-day decision making to ensure efficient and effective project implementation.
  • ProvidProProvdAssists the COP in follow-up with the USAID local mission regarding all technical issues, including programs, USAID compliance, finance, and permits.
  • Develops and maintains local office policies and procedures for the program and provide guidance and/or training on all issues related to procurement, transportation, travel, reimbursement, office equipment, leased property, physical and moveable assets, and communications and provide advice and clarification to the COP of management on issues of policy and procedure.
  • Assists with the recruitment of local staff and the development of position descriptions in coordination with the COP.
  • Assists the COP in follow-up with Anera Head office to support on issues on finance, administration, compliance, and human resources.
  • Ensures the smooth and effective running of the program through regular reviews of the program office operating procedures and other support systems, drafts revisions and process improvements and new standard operating procedures for the program.
  • Ensures that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the program.
  • Ensures compliance with project and USAID policies, procedures, rules, and regulations and local laws.
  • Works and collaborates with each of the technical staff of the project component to ensure good financial, administrative and operational management of project activities.
  • Provides regular updates to COP on program success, progress, challenges and opportunities.
  • Ensures that all program activities are conducted with a focus on gender equality, social inclusion, and sustainability.
  • In the absence of the COP, serve as Acting COP and provide leadership and guidance to the staff and partner teams and assume primary communications with the Anera Head Office team and USAID.
  • Exhibits a strong dedication to the principles of gender equity, diversity, belonging and inclusion.
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  • Other duties as requested or assigned by the COP.

 Minimum Requirements:

Qualifications, experience and competences

  • Master’s degree in education, international development, or another field relevant to the Activity and International Development/NGO Management.
  • Experience in managing similar programs in the MENA region.
  • At least seven (7) years of experience in senior management positions, preferably managing and leading large, complex education activities in developing countries; preferably working under a USAID funded program.
  • Experience in managing field operations, maintaining relationships and managing sub-awards and partnerships with a broad range of stakeholders, including donors, implementing partners, and private sector entities.
  • Demonstrable knowledge across the following operational and financial disciplines: Financial and Budget Management, fluency in USAID Rules and Regulations, USAID Project Management, Procurement, Human Resources, Field Finance, contracts, subcontracts, grants management and General Operations and Administrative Management
  • Familiarity with the education sector is desirable.
  • Possess excellent organizational and analytical skills.
  • Experience in establishing strong working relationships with colleagues from different functions and backgrounds.
  • Experience in maintaining flexible approach into managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines.
  • Fluency in Arabic and English.
