Job Description

CHF International is seeking a DCoP for the USAID-funded Local Democratic Reform (LDR) Program. The Deputy Chief of Party will work closely with the CoP/Country Director to develop strategic direction and provide daily leadership of this USAID program. The program focus is to promote good governance at the local level by institutionalizing participatory planning, advance accountability and transparency in local government, and implement community development and service improvement projects.
The Deputy Chief of Party is responsible for providing technical assistance and daily management of programmatic and administrative staff. The DCOP will manage all LDR procurement processes and sub-awardee reporting, ensuring compliance with CHF and USG regulations. The DCoP will work closely with the Country Director, LDR team and USAID to monitor and advise on program activities, and to develop strategies to effectively meet program goals. S/he serves as the primary liaison with implementing partners, USAID, government officials at the local level, and the private sector on all matters related to the program.
Qualifications
-Post graduate degree in international development, public administration, urban planning or other related field;
-At least 10 years management experience of donor funded programs in West Bank and Gaza or similarly challenging environment;
-Working knowledge of USAID rules, regulations, and procedures;
-Strong technical expertise in democracy and governance programming with direct experience in promoting democratic local governance;
-Experience in institutional development and capacity building of local governance entities at the national and local levels;
-Strong, diplomatic, and interpersonal skills;
-Demonstrated ability to work effectively with technical, management and administrative staff and consultants, government and non-government officials, and target populations in multi cultural environment;
-Experience hiring, supervising and training local staff; managing finance and budget set up, implementing and reporting, including grant and procurement processes;
-English fluency required; Arabic skills are highly desirable.
