GENERAL POSITION SUMMARY:
The DCOP will work directly with the COP and support in the provision of overall leadership, management and strategic vision to the implementation of the Community Infrastructure Development (CID) program, managing staff and resources to ensure that the program meets its targets and deliverables on-time and within budget. This sizable grant will require someone with significant senior management experience and/or management of complex multi sector projects in the West Bank/Gaza. The DCOP will interface regularly with all levels of local government entities in the West Bank and Gaza to achieve program goals in a coordinated and community-led manner and will ensure accountability to Mercy Corps policies and donor rules and regulations. He/she will deputize for the COP as a representative to donors, partners, other implementers and external stakeholders.

KNOWLEDGE AND EXPERIENCE:
-BA/S or equivalent in social science, management, international development or other relevant field.
-At least ten years experience including five years in a senior management position in a relevant field in Palestine.
-Strong understanding of donor USAID compliance issues, particularly with USAID-funded programming in the West Bank/Gaza and specifically USAID-funded construction programs.
-Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend Mercy Corps’ interests with a diverse range of government officials, local organizations, donors and other groups.
-Fluency in Arabic required and strong written and oral communication skills in English.
-In-depth understanding of the current political, economic, cultural and historical context of Palestine.

SUCCESS FACTORS:
The successful candidate will combine exceptional management skills and experience in maintaining donor, local government and partner relationships. He/She will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the region. He/She will also have proven experience with cross-cultural team and capacity building, individual staff development, and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential.

The position is contingent upon new funding.
