The USAID-funded Flagship Project seeks experienced deputy chief of party of programs candidate
to manage the five-year, $86 million USAID Palestinian Health Sector Reform and Development
Project (The Flagship Project) as it enters its third year. The Project’s main objective is to support
the Palestinian Ministry of Health, select non-governmental organizations, and select educational
and professional institutions in strengthening their institutional capacities to support a functional,
democratic health sector able to meet its priority public health needs. The project works to achieve
this goal through three components: (1) supporting health sector reform and management, (2)
strengthening clinical and community-based health, and (3) supporting procurement of health and
humanitarian assistance commodities. The DCOP /Programs shall be responsible for ensuring that activities undertaken under the three technical components are coordinated, complementary, and non-duplicative. S/he will be responsible for working with technical specialists to develop, implement, and evaluate technical activities throughout the duration of the Flagship Project.
Responsibilities for the DCOP will include:
-Serve as Technical Director and facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s technical activities.
This will include work planning, monitoring and evaluation, scopes of work, progress reporting, and other documentation submitted to USAID.
-Participate in key program planning and management activities as required by the COP and assist the COP in the implementation of the annual work plans.
-Assist the COP in liaising with USAID, project stakeholders and implementing partners, including US-based and local subcontractors. In concert with the COP and Chemonics home office, respond to concerns and issues raised by USAID.
-Serve as the key liaison between technical and administrative staff to ensure timely and efficient
decision-making process and flow of information.
Qualifications:
-Formal education in public health, medicine, social sciences or an equivalent field at the masters
level or higher
-A minimum of 10 years of experience in health
-Technical expertise in one of the following technical areas a plus:
-Maternal, Neonatal and Child Health and Nutrition
-Nutrition
-Health Policy Analyses and Advocacy
-Monitoring and Evaluation
-Behavior Change Communication/Community Mobilization
-Institutional Capacity Building
-Health System Strengthening
-Extensive recent experience in designing, promoting, and evaluating programs to improve health services and health programs.
-Demonstrated capacity to implement US Government policies and procedures.
-Experience contracting short term technical personnel, and in data analysis and report preparation.
-Demonstrated success in overcoming constraints to program implementation in health sector settings.
-At least five years experience working on a USAID funded project.
-Demonstrated ability to play a managerial role supervising several employees
-Fluent English, as well as fluency in Arabic preferred.
