Deputy Country Director
Job Summary
The Deputy Country Director provides strategic leadership, decision-making, and coordination for program development and delivery, overseeing the effective implementation and technical quality of Anera’s programs in Palestine. The DCD ensures that programs are evidence-based, needs-driven, monitored closely, and funded appropriately. The position reports to the Country Director (CD) and is a member of the organization’s Management Leadership Team. The DCD directly supervises grants, partnerships, MEAL, and directly supervises program leads, the business development team, and the partner manages the product donation team. He/she must ensure that the principles of gender equality, diversity, transparency, and accountability and Anera values are implemented in each domain under his/her supervision.
Job Responsibilities:
Strategic Leadership:
- Provide overall leadership and strategic direction for Anera’s programs in Palestine, ensuring alignment with organizational goals and priorities.
- Contribute to the implementation of Anera’s emergency response plan in Gaza and guide the transition to a long-term recovery strategy.
- Foster and build strong partnerships with local Palestinian organizations to support locally-driven solutions and promote sustainable service delivery.
- Serve as a key member of the Management Leadership Team (MLT) at the organization level, contributing to strategic planning, decision-making, and coordination efforts.
Program Quality and Impact:
- Ensure that all programs are aligned with Anera’s objectives and overall mission and vision
- Collaborate with the technical program team to apply best practices and ensure high-quality programming.
- Drive the use of monitoring and evaluation (MEAL) systems to measure impact, incorporating feedback from beneficiaries to inform program design and adaptation.
- Champion the use of data and evidence in decision-making, ensuring programs are adaptive and responsive to changing needs.
Program Delivery:
- Oversee the effective delivery of Anera’s programs, ensuring timely implementation of activities across all sectors, including emergency response, health, education, livelihood, and food security.
- Ensure that project management tools and processes are utilized to monitor progress, track spending, and achieve project outcomes.
- Work closely with the Finance teams to ensure compliance with donor regulations and timely reporting.
- Ensure seamless coordination between country teams and the US office, supporting strong communication and collaboration.
Business Development and Fundraising:
- Work with the team to identify funding opportunities and lead the design of competitive, innovative proposals.
- Ensure that program design incorporates the perspectives and needs of local partners and that proposals align with Anera’s strategic objectives.
- Collaborate with donors and partners to ensure that Anera’s programs remain relevant, effective, and impactful.
Representation and Partnerships:
- Act as a key representative for Anera in Palestine, engaging with donors, partners, and other stakeholders to promote Anera’s mission and work.
- Ensure that Anera’s programs are well-coordinated with broader humanitarian efforts, including cluster groups and sector coordination bodies.
- Develop and maintain strong working relationships with various stakeholders, including UN bodies, INGOs, and local organizations.
Team Management and Development:
- Provide leadership, supervision, and mentorship to the program teams, fostering a collaborative and supportive work environment.
- Promote a culture of accountability, high performance, and staff well-being, ensuring that team members have the resources and support needed to succeed.
- Model Anera’s core values and global standards of professional conduct in all aspects of work.

Required Qualifications:
- A minimum of 10 years of experience in development and humanitarian environments, with a proven track record of leadership in program development and management.
- Extensive experience delivering programs in complex security settings, particularly in Palestine.
- Strong ability to develop and execute strategies that meet both emergency response and long-term development goals.
- Familiarity with Anera’s core program areas, including health, education, livelihood, and community infrastructure development.
- Excellent leadership and people management skills, with the ability to build cohesive teams and foster partnerships across diverse stakeholders.
- Strong oral and written communication skills in English, with proficiency in Arabic preferred.
- Ability to work in a fast-paced, dynamic environment and manage multiple priorities.
- Willingness to travel regularly within the West Bank and Gaza, and other Anera areas of operation including Lebanon, Jordan, and the US.
