Background:

The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) for USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project (the Project). The Project will seek to produce concrete and tangible results for the Palestinians by enhancing access to high-speed broadband services and increasing access to selected e-services for citizens and businesses. The Project will focus on key points to unleash digital transformation in the Palestinian territories, addressing some of the bilateral challenges that prevent digital transformation from achieving its full potential. It will strengthen the Palestinian territories' digital resilience and the PA's ability to respond to shocks such as COVID-19.

The project takes a multi-disciplinary approach to support the digital transformation and resilience of the West Bank and Gaza. The project is being implemented and overseen by the Ministry of Telecom and IT (MTIT); currently, the Ministry of Telecommunications and Digital Economy (MTDE) until the project completion.

The project has the following four components:

Enabling legal and regulatory environment for Digital Economy, mainly institutional development including the development of section Palestinian Telecommunications Regulatory Authority and root Certificate Authority; legal and regulatory framework; a Quality-of-Service platform; and capacity building.

Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience which includes the development of an emergency response centre.

Fostering User Centered E-Service Delivery, which includes the establishment of a whole government digital transformation strategy, data infrastructure, support for a digital public platform and prioritization, simplification and digitization of services, the launch of e-services, and implementation of an e-Government Procurement (e-GP) System.

Project Management, which will support the establishment of a Project Management Unit (PMU) in MTDE.

Overview:

The Palestinian telecom sector is governed by the Decree No. (37) of 2021 regarding communications and information technology that aims to regulate the telecommunications and IT sectors, in line with technological development, The law affirmed the establishment of the Telecom Regulatory Authority (TRA). 

The telecom sector will continue to be regulated under MTDE regulation until the TRA is operational, after TRA is fully operational the MTDE role according to the law will be defining policies for the sector, where the TRA will implement the policies and regulate the sector accordingly.

The MTDE is working with TRA to develop the institutional framework an human resources base of the TRA to enable the TRA operations, where the staffing for the TRA will be from MTDE human resources as the functions will move from MTDE into TRA. Part of TRA setup budget is funded by the Digital West-Bank and Gaza project, as one of the project objectives under the first component of Enabling legal and regulatory environment for Digital Economy.

Under this assignment, the MTDE, wants to engage qualified and experienced Human Resources and organization structure advisory consultant to develop the institutional framework, human resource base, and operational manuals for the Telecommunications Regulatory Authority (TRA).

These services are expected to commence October 2024 and to be finished within 2 months.

متطلبات الوظيفة
  • Master’s degree in a relevant field (Human Resources, Public Policy, Economics, Organizational Restructuring Development, Business Administration, or a similar field relevant to the Assignment).
  • Telecom experience of minimum of 10 years, with excellent knowledge of legal, regulatory and regional regulatory models. Including a minimum of 5 years actively working or serving in telecoms companies and regulatory bodies with a clear understanding of public private partnerships
  • Telecom sector structuring / restructuring experience.
  • Demonstrated ability to work with diverse stakeholders.
  • Excellent analytical, negotiation, and conflict management skills.
  • Effective communication and interpersonal skills.
  • English and Arabic language fluency
