Organizational Background:
The Civil Society Program of GIZ aims to support civil society organizations and networks in the Palestinian Territories in the fulfilment of their mandates by strengthening their capacities in the areas of management, advocacy and intra-civil society coordination.
The Civil Society Program (CSP) was launched in the beginning of February 2013 and has entered into a new phase in February 2016. To achieve its objective, the program provides technical advice and support to selected non-governmental organizations (NGO), community-based organizations (CBO) and civil society networks to develop their capacities and enable them to fulfil their mandates, especially in the area of advocacy and lobbying. It does so by a) developing the management capacities of its partners, b) strengthening their advocacy capacities and c) developing the coordination capacities of civil society networks. The program works in the West Bank, East Jerusalem and the Gaza Strip.
Brief Summary of Position:
The Development Advisor for Advocacy and M&E for the Inclusion of People with Disabilities will work at least 60% of his or her working time of a full time position within the NGO QADER for Community Development in Bethlehem to support QADER in Advocacy and Monitoring and Evaluation. QADER for Community Development, is a Palestinian Non-Governmental and Non-Profit organization, working for persons with disabilities (http://www.qader.org/index.php/en/). The organization was founded by a group of Palestinian practitioners, experienced within the fields of development, disabilities, health, human rights, and rehabilitation. QADER works both towards civil society, national and local authorities, as well as educational, social and health institutions on the inclusion and empowerment of people with disabilities (PWD). QADER does this mainly through advocacy, capacity development, awareness raising and Economic & Social Empowerment of PWD.
Furthermore, the Development Advisor for Advocacy and M&E for the Inclusion of People with Disabilities will be supporting the CSP in all other tasks of mainstreaming inclusion within other civil society partners as well as within German Development Cooperation.
CSP currently works with ten partner organizations in the West Bank, East Jerusalem and the Gaza Strip. The Development Advisor will work in close cooperation with the Programme Coordinator. Part of the working time will be spent within the structure and premises of the partner organizations. Direct supervisor will be the Head of Program.
Specific Duties and Responsibilities:
-Support QADER in research for advocacy, together with the advocacy officer of QADER, specifically desk studies, conducting expert interviews and focus group discussions, reviewing existing materials
-Support QADER, in coordination with the advocacy officer, in the production of advocacy materials, such as info sheets, position and strategy papers.
-Support QADER in the monitoring of the UN Convention of the rights of People with Disabilities and if needed in the compilation of shadow reports.
-Support QADER in the coordination of relevant meetings and stakeholders relevant to advocacy or the UNCRPD
-Support QADER in the execution of the advocacy strategy
-Support QADER in Monitoring and Evaluation, such as data collection, developing formats, templates, methods and systems for M&E together with a designated M&E officer of QADER
-Support QADER in rolling out a new M&E manual together with a designated M&E officer of QADER
-Support the CSP in all aspects of mainstreaming inclusion, disability rights for other NGO partners and German Development Cooperation.
-Perform other duties as assigned by the Head of Program
Needed qualifications and skills:
-Master degree in social sciences, business administration, economics or political science
-Minimum of 3 years relevant work experience
-Experience working with civil society organizations and/or international development cooperation is a prerequisite
-Knowledge record of policy influencing at national and international levels, as well as executing advocacy activities and research for advocacy for disability rights.
-Good knowledge of the UNCRPD and relevant actors
-Good knowledge of disability rights, tools and methods for inclusion of PWD.
-Good knowledge of Monitoring and Evaluation within projects and programs.
-Proven ability to think strategically, to analyze complex information and offer creative, practical and high-impact solutions
-Excellent written and verbal communications skills, and an ability to process large amounts of information for a variety of internal and external audiences
-Results-oriented, with experience in developing and monitoring performance, working to tight deadlines
-Ability to work flexibly in a team, and to adjust work plan and priorities rapidly in response to external opportunities
-Understanding of how to achieve change in diverse national contexts, using a range of approaches
-Consulting skills
-Excellent command of English language is a prerequisite
-Arabic language is a major asset
-German language is an asset
-Excellent communication and intercultural skills
Only EU nationals can be considered in the application process. A development advisor as defined by the German Development Workers Act (EhfG) is a person who provides assistance in developing countries and signs a contract to do so for a continuous period of at least two years, and is a German citizen or a citizen of another European Union member state. This applies in the same way to Swiss citizens. Development advisors receive a service contract. They do not have employee status. GIZ’s Guidelines on maintenance and allowances for development advisors are based on the German Development Workers Act (EhfG) and the BMZ’s conditions for recognized providers of development services.
